GES description
Concentrations of contaminants are at levels not giving rise to pollution effects.
Within coastal and territorial waters the concentrations of pollutants do not exceed the agreed thresholds (EQS of WFD, OSPAR of OSPAR).
The health of species and the condition of habitats (such as their species composition and relative abundance at locations of chronic pollution) are not adversely affected due to contaminants including cumulative and synergetic effects. Threshold values as defined in OSPAR (Ecological Quality Objectives) are used for this purpose.
The spatial extent and duration of significant acute pollution events are minimised.
The adverse effects of significant acute pollution events on the health of species and on the condition of habitats (such as their species composition and relative abundance) are minimised and, where possible, eliminated.

Justification for non-use of criterion
A large-scale acute maritime pollution will implement a monitoring programme based on PREMIAM rules to evaluate and, where possible, minimise the impact of pollution on the marine environment.
Justification for delay in setting EU/regional requirements
