GES description
Nutrient concentrations are not at levels that indicate adverse eutrophication effects.
Water column nutrients concentrations are not at levels that indicate adverse eutrophication effects.
Chlorophyll a concentrations are not at levels that indicate adverse effects of nutrient enrichment.
The chlorophyll "a" concentration in the water column does not exceed levels indicative of human-induced nutrient enrichment which can cause an adverse effect on bottom vegetation.
The number, spatial extent and duration of harmful algal bloom events are not at levels that indicate adverse effects of nutrient enrichment. The threshold values were established through regional or subregional cooperation.
The photic limit (transparency) of the water column is not reduced, due to increases in suspended algae, to a level that indicates adverse effects of nutrient enrichment.
The photic limit (annual average transparency or PAR) of the water column is not reduced, due to an increase in phytoplankton abundance to a level that indicates adverse effects of nutrient enrichment on the bottom vegetation.
The concentration of dissolved oxygen is not reduced, due to nutrient enrichment, to levels that indicate adverse effects on benthic habitats (including on associated biota and mobile species) or other eutrophication effects.
The abundance of opportunistic macroalgae is not at levels that indicate adverse effects of nutrient enrichment.
The community-level indicators (e.g. species composition, relative abundance and/or biomass and/or spatial coverage etc.), population-level indicators and/or depth distribution of macrophyte communities achieve values that indicate there is no adverse effect due to nutrient enrichment including via a decrease in water transparency.

Justification for non-use of criterion
Currently, the criterion is by definition limited to only "water column" nutrients and is not applied within the seagrass habitats due to poor evidence for its relevance in these communities (e.g. Burkholder et al., 2007).
Justification for delay in setting EU/regional requirements
Indicators thresholds need to be further adapted for seagrass and macroalgae habitats application.
Currently not applied due to lack of year-round data for transparency and/or PAR (photosynthetically available radiation).
