Regional cooperation |
In order to ensure regional coordination and coherence, Germany shall coordinate the development and implementation of the monitoring programmes for the MSFD with the countries bordering the North Sea and the Baltic Sea. The coordinated and coherent implementation of the MSFD in the respective sea (among) regions is part of the overall commitment of EU Member States. In addition to bilateral contacts, Germany makes use of existing cooperation structures. This includes at regional level OSPAR for the North Sea sub-region, TWSC for the Wadden Sea Sea and HELCOM for the Baltic Sea Marine Region and at inter-regional level, in particular as regards fisheries issues, ICES and the EU Data Collection Programme (DCF and EU-MAP) under the CFP.
The aim of the cooperation is to ensure that national and regional monitoring is harmonised with the MSFD and the existing monitoring requirements under EU law (e.g. WFD, FFH/VRL, DCF/EU-MAP) in order to ensure the compatibility of monitoring and evaluation within the regions.
In Germany, the monitoring requirements of all sea-related EC directives and international conventions are implemented in a joint national measurement programme (Federal/Länder measurement programme, BLMP) by the competent federal and Länder institutions.
