Across all objectives, the North-East Atlantic Environmental Strategy, updated to implement the OSPAR Convention, contributes to the achievement of the objectives of the MSFD in the sense of a Category 1b measure, while continuing existing OSPAR measures. The inclusion of regional measures, plans and programmes in the national programme of measures does not alter their legal nature. The effectiveness of the measure is measured through the MSFD environmental indicators. Specific indicators may exist within the framework of the policy implementing the action and may be used to assess effectiveness. //Indicators: The actions of NEAES are linked to the OSPAR indicator system, which captures the impact of the measures (https://www.ospar.org/work-areas/cross-cutting-issues/ospar-common-indicators). The indicator system is constantly evolving.

The action has two components: 1. Environmental criteria (of the Blue Angel or any other ambitious eco-label) should be taken into account whenever possible in the case of new acquisition and operation of public and state-supported seagoing vessels, such as research vessels. These ships should serve as a model for promoting higher environmental standards in shipping. 2. Develop a model for an inclusive and internationally operational incentive system that incorporates the requirements for clean waterborne transport, is applicable to all types of ships in maritime transport and contributes to the internalisation of external costs of transport modes. In order to address measures to prevent and prevent the introduction and spread of non-indigenous species through biofouling, the Biofouling Guidelines (MEPC.207(62)) were adopted at IMO level in 2011. For the recreational craft sector, the Biofouling Guidance (MEPC.1/Circ. 792) In order to support the implementation of the IMO Biofouling Recommendations, taking into account regional circumstances in the Baltic Sea area, the proposal for a HELCOM Biofouling Management Roadmap was developed in the EU-Interreg project COMPLETE. New emerging species, their reference and possible entry pathways should be immediately reported centrally (early warning system) in order to inform other monitoring programmes, the IMO GISIS database and other relevant databases such as AquaNIS and, where appropriate, cross-border information on the arrival of a new species. The early warning system should be linked to existing data retention, the reporting chain should be established from the outset and, if necessary, recommendations on control monitoring should be drawn up and submitted. In addition, new avenues of detection will be included. This includes, for example, the identification of species in environmental samples by metabarcoding of DNA. In addition, a decision support for immediate action (i.e. rapid removal of newly introduced species) will be established, which will include a balancing of the environmental risks of the measure. The IMO Ballast Water Convention entered into force in Germany in 2017. The rules on the control and treatment of ballast water are implemented nationally. They shall apply from 2024 at the latest, depending on the individual time span of the vessel. Cooperation on regionally coordinated implementation of the Ballast Water Convention will continue in the framework of OSPAR and HELCOM.

The Regulation establishes a framework for aquaculture management of non-indigenous and alien species with the aim of assessing and minimising the possible impact of these species or associated non-target species on aquatic habitats, thereby promoting the sustainable development of the sector.

The main instrument of Regulation (EU) No 1143/2014 is a legally binding ‘list of invasive alien species of Union concern’ (‘the Union list’), which prohibits the import, keeping, breeding, transport, acquisition, use, exchange and release of the listed species. A national action plan with programmes of measures for the main pathways for the introduction and spread of listed species is being developed.
