Across all objectives, the North-East Atlantic Environmental Strategy, updated to implement the OSPAR Convention, contributes to the achievement of the objectives of the MSFD in the sense of a Category 1b measure, while continuing existing OSPAR measures. The IMO Ballast Water Convention entered into force in Germany in 2017. The rules on the control and treatment of ballast water are implemented nationally. They shall apply from 2024 at the latest, depending on the individual time span of the vessel. Cooperation on regionally coordinated implementation of the Ballast Water Convention will continue in the framework of OSPAR and HELCOM.

The Regulation establishes a framework for aquaculture management of non-indigenous and alien species with the aim of assessing and minimising the possible impact of these species or associated non-target species on aquatic habitats, thereby promoting the sustainable development of the sector.

The main instrument of Regulation (EU) No 1143/2014 is a legally binding ‘list of invasive alien species of Union concern’ (‘the Union list’), which prohibits the import, keeping, breeding, transport, acquisition, use, exchange and release of the listed species. A national action plan with programmes of measures for the main pathways for the introduction and spread of listed species is being developed.
