Das übergeordnete Ziel lautet: „Meere mit nachhaltig und schonend genutzten Ressourcen“. Das Ziel wird durch die operativen Ziele UZO4.1, UZO4.2, UZO4.3, UZO4.4, UZO4.5 und UZO4.6 konkretisiert.
Operatives Umweltziel: Alle wirtschaftlich genutzten Fische und Schalentierbestände werden nach dem Ansatz des höchstmöglichen Dauerertrags (MSY) bewirtschaftet. Zwischenziel: Bis 2023 erreichen mindestens 75 % der bewertbaren Bestände den guten Zustand (F, SSB und Altersstruktur)
Operatives Ziel: Die Bestände befischter Arten weisen eine Alters- und Größenstruktur auf, in der alle Alters- und Größenklassen weiterhin und in Annäherung an natürliche Verhältnisse vertreten sind. Zwischenziel: Bis 2023 erreichen mindestens 75 % der bewertbaren Bestände den guten Zustand (F, SSB und Altersstruktur)
Operatives Umweltziel: Illegale, nicht gemeldete und unregulierte (IUU) Fischerei gemäß EG-Verordnung Nr. 1005/2008 geht gegen Null.
