Description parameter
For the purpose of the assessment under the Water Framework Directive, the thresholds of the Surface Water Ordinance (OGewV 2011) were used. The thresholds have been revised and redefined in the 2016 Surface Water Ordinance . For the HELCOM assessment, these new thresholds have already been used and this assessment has also been incorporated into the MSFD. At the aggregation level of the entire coastal waters, no trend assessment was carried out.

For the HELCOM assessment, these new thresholds have already been used and this assessment has also been incorporated into the MSFD. At the aggregation level of the entire coastal waters, no trend assessment was carried out.
14 % of the coastal waters were in good condition with regard to the biological quality component of phytoplankton. 86 % of the coastal waters failed to achieve good status.
The trend evaluation was only carried out at the level of each coastal water body, but not aggregated for all coastal waters.

Description element
The element is reported at the assessment level of the coastal waters of the Baltic Sea, as the WFD prefill of the EEA for the units BALDE_CW_05_AB_B2, BALDE_CW_05_AB_B3, BALDE_CW_05_BB_B2 and BALDE_CW_05_BB_B3 did not contain an evaluation and for the other units an assessment based on the thresholds of the Surface Water Regulation (GewV) 2011 was filed. These thresholds were revised on a technical basis and were redefined in the 2016 Act. The new thresholds are used for the MSFD. The evaluation is based on the period 2007-2012.
The element is also reported at the assessment level of the coastal waters of the Baltic Sea, as the WFD Prefill of the EEA cannot be checked for technical correctness. The evaluation is based on the period 2007-2012. For the assessment of D5C2 chlorophyll-a, the WFD biological quality element phytoplankton is considered to include concentrations of selected species in addition to chlorophyll-a in some coastal waters.
100 % of the coastal waters are not in a good state with regards to visibility depth. The evaluation period is 2007-2012. The assessment was carried out on the basis of the individual water bodies and not on the basis of the aggregated evaluation units used for the EEA Prefill. The assessment was carried out as in the WFD, but the level of visibility under the WFD was not reported and is therefore not included in the EEA Prefill.
81.4 % of coastal waters are in good condition with respect to ground-level oxygen concentrations. 18.6 % of the coastal waters lost their good status. The evaluation period is 2011-2016. The assessment was carried out on the basis of the individual water bodies aggregated over all coastal waters and not on the basis of the aggregated assessment units used for the EEA Prefill.
The element is also reported at the assessment level of the coastal waters of the Baltic Sea, as the WFD Prefill of the EEA cannot be checked for technical correctness. The evaluation is based on the period 2007-2012. The biological quality element macrophyte of the WFD is used to evaluate D5C6 opportunistic macroalgae. This includes both macrophytes and opportunistic macroalgae in an index.
The element is also reported at the assessment level of the coastal waters of the Baltic Sea, as the WFD Prefill of the EEA cannot be checked for technical correctness. The evaluation is based on the period 2007-2012. The biological quality element macrophyte of the WFD is used to assess D5C7 macrophyte communities of benthic habitats. This includes both macrophytes and opportunistic macroalgae in an index.
The element is also reported at the assessment level of the coastal waters of the Baltic Sea, as the WFD Prefill of the EEA cannot be checked for technical correctness. The evaluation is based on the period 2007-2012.

At the level of the parameters and within the categories, weighted averaging was carried out. For the assessment in accordance with HELCOM, no weighting was applied to the units with a German share: Kiel Bay, Mecklenburg Bay, Arkona Basin and Bornholm Basin. Only a simple averaging of the individual parameters took place.

Description parameter
Mecklenburg-Vorpommern uses the national assessment method 'Phytoplankton Coastal Waters' (Saert et al. 2008) for the assessment of the biological quality component phytoplankton which also includes the biovolume of green algae (Chlorophyceae) and blue algae (cyanobacteria).
The biological quality element macrophytes was not created in the EEA Prefill although it was reported under the WFD. It was therefore completed here, but it was not possible to reconstruct the calculation method for the percentage of the MRU that had reached or missed the good status, which meant that this information could not be provided.

No integrated assessment is carried out at the level of the aggregated coastal water bodies as the MSFD assessment of the German Baltic Sea waters (a) is carried out on an aggregated basis for all coastal waters on the basis of the WFD assessment of the individual bodies of water (body of water bodies, HELCOM level 4) and b) (see BALDEE_CW).

In the assessment period 2007-2012, all coastal waters evaluated under the WFD 2015 management plan failed to achieve good ecological status, mainly due to eutrophication effects.

In the assessment period 2007-2012, all coastal waters evaluated under the WFD 2015 management plan failed to achieve good ecological status, mainly due to eutrophication effects.

For the assessment in accordance with HELCOM, no weighting was applied to the units with a German share: Kiel Bay, Mecklenburg Bay, Arkona Basin and Bornholm Basin. Only a simple averaging of the individual parameters took place (weighting factor 1).

Integration rule description criteria
In order to evaluate the state of eutrophication the German Baltic Sea, the HELCOM HEAT 3.0 evaluation tool has been used. Heat 3.0 uses 'One-out-all-out' between the categories 'nutrient concentrations', 'direct effects' and 'indirect effects'. The category 'nutrient concentrations' consists of criterion D5C1. The 'direct effects' category consists of criteria D5C2, D5C3 and D5C4. The 'indirect effects' category consists of criteria D5C5 and D5C8.
