Measure name
Umgang mit Munitionsaltlasten im Meer // Management of dumped munitions
HELCOM Ostseeaktionsplan 2021-2030 // HELCOM Baltic Sea Action Plan 2021-2030
Measure description
Measures will be implemented to deal with hazardous situations (including ammunition removal), to continue to fill gaps in the situational picture (e.g. research to update the overall assessment) and to ensure forward-looking assessment (e.g. exchange of experts at national and international level). Additional information can be obtained from the measure fiche: https://www.meeresschutz.info/berichte-art13.html?file
Across all objectives, the Baltic Sea Action Plan, updated to implement the Helsinki Convention, contributes to the achievement of the objectives of the MSFD in the sense of a Category 1b measure, while continuing existing HELCOM measures. The inclusion of regional measures, plans and programmes in the national programme of measures does not alter their legal nature. The effectiveness of the measure is measured through the MSFD environmental indicators. Specific indicators may exist within the framework of the policy implementing the action and may be used to assess effectiveness. //Indicators: BSAP’s actions are linked to the HELCOM indicator system, which captures the impact of the measures (https://helcom.fi/baltic-sea-trends/indicators/). The indicator system is constantly evolving.

Measure purpose
Directly prevent further inputs of a pressure (e.g. by managing the source activity); Directly reduce existing levels of the pressure in the marine environment (e.g. removal of litter or oil spill clean-up); Establish monitoring programmes (of relevant activities, pressures or impacts); Improve knowledge base (e.g. by research or one-off surveys); Indirectly prevent further inputs of a pressure (e.g. by governance mechanisms, financial incentives, awareness campaigns)
Pressures
  • Input of anthropogenic sound (impulsive, continuous)
  • Input of other substances (e.g. synthetic substances, non-synthetic substances, radionuclides) - diffuse sources, point sources, atmospheric deposition, acute events
  • Disturbance of species (e.g. where they breed, rest and feed) due to human presence
  • Extraction of, or mortality/injury to, wild species (by commercial and recreational fishing and other activities)
  • Input of anthropogenic sound (impulsive, continuous)
  • Input of genetically modified species and translocation of native species
  • Input of litter (solid waste matter, including micro-sized litter)
  • Input of microbial pathogens
  • Input of nutrients - diffuse sources, point sources, atmospheric deposition
  • Input of organic matter - diffuse sources and point sources
  • Input of other substances (e.g. synthetic substances, non-synthetic substances, radionuclides) - diffuse sources, point sources, atmospheric deposition, acute events
  • Input or spread of non-indigenous species
  • Loss of, or change to, natural biological communities due to cultivation of animal or plant species
  • Physical disturbance to seabed
  • Physical loss of the seabed

Progress description
