Description overall status
The assessment of the condition of the Danish fjords and coastal waters reflects national assessments under the Water Framework Directive. That is, in relation to eutrophication in coastal waters (within 1 nautical mile from the baseline), good environmental status corresponding to good ecological status is determined based on a number of quality elements according to the Water Framework Directive. In the Danish watershed plans, 119 coastal water areas (within 1 nautical mile) have been defined in four water districts. Overall, the state of the water areas is assessed on the basis of the indicators (quality elements) chlorophyll, eelgrass and bottom fauna. The indicators are monitored in the national monitoring program. When the watershed plans were published in 2016, two coastal watersheds had target fulfillment. Implementation of efforts under the Danish watershed plans is expected to have a positive impact on the condition in all open Danish marine areas.

OSPAR regional thresholds have not yet been set. Therefore, a descriptive assessment of the state of eutrophication in the North Sea and the Skagerrak is given. This descriptive assessment applies to offshore areas in the southern North Sea with salinity above 30 (psu). In the North Sea, OSPAR estimates that Member States' total nitrogen supplies have dropped by just over 20% since 1990. Winter concentrations of dissolved inorganic nitrogen (DIN) have decreased significantly in the southern North Sea since 1990. Since 2006, average winter concentrations of DIN in the area assessed have shown little change.
OSPAR regional thresholds have not yet been set. Therefore, a descriptive assessment of the state of eutrophication in the North Sea and the Skagerrak is given. This descriptive assessment applies to offshore areas in the southern North Sea with salinity above 30 (psu). In the North Sea, OSPAR estimates that Member States' total phosphorus supplies have decreased by approximately 50% since 1990. Winter concentrations of dissolved inorganic phosphorus (DIP) have decreased significantly in the southern North Sea since 1990. Since 2006, average winter concentrations of DIP in the area have been assessed and have shown little change.

Denne beskrivende vurdering gælder for offshore-områder i den sydlige Nordsø med salinitet over 30 (psu). Decreasing (improving) trends in chlorophyll-a concentration are found in the Sound and Skagerrak (1990–2014), and in the offshore parts of the Greater North Sea (2006-2014). Elevated concentrations are found in some coastal areas.
OSPAR regional thresholds have not yet been set. Therefore, a descriptive assessment of the state of eutrophication in the North Sea and the Skagerrak is given.
No statistically significant temporal trends were observed (1990–2014) in near-bed oxygen concentrations or percentage saturation in most of the large-scale regions (northern North Sea, southern North Sea, Skagerrak and Sound).

Description overall status
OSPAR's overall assessment shows that there is good condition in the open Danish marine areas in the North Sea and the Skagerrak, which are far from land. On the other hand, good conditions have not yet been achieved in the open sea areas that are closer to land. However, this is not the same as achieving good environmental status as defined under the Marine Strategy Directive, as OSPAR regional thresholds have not yet been set. Therefore, a descriptive assessment of the state of eutrophication in the North Sea and the Skagerrak is given. This descriptive assessment applies to offshore areas in the southern North Sea with salinity above 30 (psu).

In the North Sea, OSPAR estimates that Member States' total nitrogen inputs have dropped by just over 20% and phosphorus inputs by about 50% since 1990.

The Danish assessment of the environmental state of eutrophication in the open Danish marine areas under OSPAR is based on concentrations of nitrogen, phosphorus and chlorophyll, and in Kattegat on the depth of sight and index of macro-fauna on the bottom (DKI). However, this is not the same as achieving good environmental status as defined under the Marine Strategy Directive, as OSPAR regional thresholds have not yet been set.

Integration rule description criteria
The integrated assessment cannot evaluate criteria against the GES decision, since no threshold values have been set in the OSPAR region. OSPAR's integrated assessment thus classifies assessment units as 'problem area' vs. 'Non-problem area' rather than whether or not GES has been achieved. The Final classification is based on the one out – all out principle, meaning that a single “+” in an assessment unit result in a classification as Eutrophication Problem Area.

The overall assessment of the environmental status of eutrophication in the Northeast Atlantic covered by OSPAR is based on the national assessment by the member states according to the OSPAR procedure. It covers the Danish parts of the North Sea, Skagerrak, Kattegat and the Sound. The marine areas are divided into problem areas, potential problem areas and non-problem areas. This assessment does not necessarily include all the criteria of the GES Decision.
