National strategi om skibsbegroning
Measure description
Skibsbegroning anses for at være en lige så betydende vektor for spredningen af marine ikke-hjemmehørende og invasive arter som udledning af ubehandlet ballastvand. Der er ingen internationale eller nationale forpligtelser i Danmark, der regulerer skibsbegroning og rensning af skibe. I FN’s Søfartsorganisation IMO er der udarbejdet uforpligtende ret-ningslinjer for handelsskibe og lystfartøjer, og retningslinjerne for han-delsskibe har været under revision i 2020-2023. I de regionale hav-konventioner OSPAR og HELCOM arbejdes der for en ensartet im-plementering af IMO’s retningslinjer. Danmark vil i 2022-2026 ligeledes have særligt fokus på håndtering af skibsbegroning med det langsigtede formål at mindske sprednin-gen af ikke-hjemmehørende og invasive arter. Der vil på den baggrund blive igangsat forvaltningsmæssige tiltag for skibsbegroning i kommerciel skibsfart og/eller blandt lystsejlads. Den præcise udformning er ikke lagt fast, men der kan f.eks. være tale om udarbejdelse af en national vejledning, hvor IMO’s retningslinjer om-sættes til en dansk kontekst under hensyntagen til det arbejde, der foregår i de regionale havkonventioner OSPAR og HELCOM. Indsat-sen kan også indeholde udvikling af værktøjer eller oplysningskam-pagner. Der kan også være tale om egentlig ny regulering af håndte-ring af skibsbegroning.
