Justification description
The reason for the exception is the reduction of the coastal sea ice covered area and the duration of ice coverage in winter time due to climate change. As the reproductive success of ringed seals depend on coastal ice coverage there is no indications that the abundance and distributional rage of ringed seals could increase. Therefore it is not possible to predict when GES is expected to be achieved for ringed seals. Ringed seal is a protected species in Estonia (under HD and national law) and relevant Protection Action Plan is implemented.
