Target description
Improving the condition of economically important fish stocks: 65% of economically important fish stocks in Estonian waters are in good status (PÕKA: total 38 fish stocks, of which 23 marine stocks/populations).
Increasing the marine research capacity and improving the marine educational activities. All features covered for all related descriptors.
Data used for MSFD assessment is available as spatial datasets. All features are addressed across all descriptors, with no specific feature singled out for emphasis.
Establish a coherent network of marine protected areas to reduce spatial pressures on marine habitats and conserve the natural values of the Estonian marine area.
Methodolog(y)ies for assessing climate change, anthropogenic pressures and their mutual impacts affecting marine ecosystems are developed through regional cooperation. All features are addressed across all descriptors, with no specific feature singled out for emphasis.
Data coverage is sufficient in order to assess entire marine area using indicators described under MSFD primary criteria and HELCOM core indicators. Relevant for all descriptors and climate change, with particular emphasis on D4/D1, D11, and D8.
Strengthening fisheries control in the Baltic Sea and at coastal landing sites (inspection of fishing vessels and professional fishermen).
The proportion of indicators characterizing the environmental status of marine ecosystem elements (D1, D4, D6) and criteria for which GES is achieved is above 50%.

Target assessment description
Share of economically important fish stocks of Estonian marine area in a good environmental status. The target's definition has been refined and updated in comparison to the 2018 definition.
Availability of marine educational programs. Assessment through target indicators (nr of innovation projects). The target remains the same as in 2018, with a slight change in the temporal scope (202401 to 202712).
Availability of Estonian marine strategy data via the INSPIRE service. The target remains the same as in 2018, with a slight change in the temporal scope (202012 to 202612).
Proportion of marine protected areas (marine part) is 30% of the marine area. The target has been modified. The old target focused more on MSP and has been achieved. The new target considers the old target as an indicator and has also been refined and updated in accordance with the goals of the EU Biodiversity Strategy.
Regional (HELCOM) methodolog(y)ies for assessing climate change and cumulative impacts are developed. The target remains the same as in 2018, with a slight change in the temporal scope (202801 to 203001).
Monitoring frequency meets Helcom core-indicator requirements. The target remains the same as in 2018, with a change in the temporal scope (202412 to 202812).
