Increasing the marine research capacity and improving the marine educational activities. All features covered for all related descriptors.
75% of predominant pressure and impact indicators under primary criteria are showing good environmental status and 25% of the indicators are showing improvement trends towards achieving good environmental status. All features covered for all related descriptors.
Data used for MSFD assessment is available as spatial datasets. All features are addressed across all descriptors, with no specific feature singled out for emphasis.
Methodolog(y)ies for assessing climate change, anthropogenic pressures and their mutual impacts affecting marine ecosystems are developed through regional cooperation. All features are addressed across all descriptors, with no specific feature singled out for emphasis.
Data coverage is sufficient in order to assess entire marine area using indicators described under MSFD primary criteria and HELCOM core indicators. Relevant for all descriptors and climate change, with particular emphasis on D4/D1, D11, and D8.
Reduce the impact of continuous underwater noise on fish stocks: the spawning areas of noise-sensitive fish species are in GES for continuous underwater noise.
Reduce the impact of underwater noise in marine protected areas (MPAs): All MPAs are in good environmental status with respect to underwater noise (taking into account noise-sensitive species).
Reduce the impact of impulsive sound: human activities that generate impulsive sound shall be planned to avoid immediate adverse effects on populations of noise-sensitive marine species and to avoid long-term adverse population-level effects.
Enhancing environmental supervision over maritime and port activities (inspections, compliance with requirements).

Availability of Estonian marine strategy data via the INSPIRE service. The target remains the same as in 2018, with a slight change in the temporal scope (202012 to 202612).
Regional (HELCOM) methodolog(y)ies for assessing climate change and cumulative impacts are developed. The target remains the same as in 2018, with a slight change in the temporal scope (202801 to 203001).

Median continuous noise level at the spawning areas of noise-sensitive fish species (indicator species: Baltic herring): the median average sound pressure levels do not exceed the levels of occurrence of biologically harmful effects (LOBE) over 20% of the area of ​​the spawning grounds.
