Further information on obstacle (Description) | Data gaps and technical (it-)problems on collecting and reporting data and information to and from environmental permits databases. Lack of information on noise impacts to marine biota in order to improve legal acts. Regional and EU cooperation on establishment of D11 threshold values has been slower than expected. |
Brief description of progress (measurement of effectiveness of measure) | Currently Estonia forwards the impulsive sound data to ICES Impulsive noise events registry and there is no need for additional national registry for Estonia. Recording the impulsive sound data for assessing the extent of the impact is included into the EIA process. According to EIA process for activities which are causing impulsive sound, modelling and recording the noise data have to be carried out. According to the Com Dec 2017/848/EC the GES determinations and threshold values should be elaborated on EU level. Technical expert groups on underwater noise are established, however no commonly agreed solutions and GES determinations and indicators haven’t been worked out yet neither at EU nor HELCOM level. |
