Target description |
BALEE-T35 - ships visiting Estonian ports are fulfilling environmental requirements set by international conventions. |
Increasing the marine research capacity and improving the marine educational activities.
All features covered for all related descriptors. |
75% of predominant pressure and impact indicators under primary criteria are showing good environmental status and 25% of the indicators are showing improvement trends towards achieving good environmental status.
All features covered for all related descriptors. |
Data used for MSFD assessment is available as spatial datasets.
All features are addressed across all descriptors, with no specific feature singled out for emphasis. |
Methodolog(y)ies for assessing climate change, anthropogenic pressures and their mutual impacts affecting marine ecosystems are developed through regional cooperation.
All features are addressed across all descriptors, with no specific feature singled out for emphasis. |
Data coverage is sufficient in order to assess entire marine area using indicators described under MSFD primary criteria and HELCOM core indicators.
Relevant for all descriptors and climate change, with particular emphasis on D4/D1, D11, and D8. |
Enhancing environmental supervision over maritime and port activities (inspections, compliance with requirements). |
Reducing the spread and impact of non-indigenous species: no newly introduced non-indigenous species via human activities in relation to the main vectors and pathways (including ballast water, biofouling, small craft, floating litter, trade and new marine uses such as wind farms, marine aquaculture). |

Target assessment description |
The old target, BALEE-T35, reported in 2018, is no longer in use and has been replaced by a new, broader target BALEE-T54: 'Enhancing environmental supervision of maritime and port activities (inspections, compliance with requirements)'. |
Availability of marine educational programs. Assessment through target indicators (nr of innovation projects).
The target remains the same as in 2018, with a slight change in the temporal scope (202401 to 202712). |
Proportion (%) of anthropogenic pressure descriptors/criteria indicators showing good status |
Availability of Estonian marine strategy data via the INSPIRE service.
The target remains the same as in 2018, with a slight change in the temporal scope (202012 to 202612). |
Regional (HELCOM) methodolog(y)ies for assessing climate change and cumulative impacts are developed.
The target remains the same as in 2018, with a slight change in the temporal scope (202801 to 203001). |
Monitoring frequency meets Helcom core-indicator requirements.
The target remains the same as in 2018, with a change in the temporal scope (202412 to 202812). |
The number and effectiveness of inspections carried out by Environmental Board (supervision on activities of ports, ship loading and unloading operations, bunkering, etc.): proportion of inspections found to be "compliant" |
Number of newly introduced non-indigenous species is assessed.
The target has been modified from the 2018 definition. Compared to the previous version, the 2024 target includes additional potential pathways for the introduction of NIS (including ballast water, biofouling, small craft, floating litter, trade and new marine uses such as wind farms, marine aquaculture etc.) |
