Target description
Gradual reduction of anthropogenic inputs of hazardous substances prioritised for the Estonian marine area (pollution loads of HELCOM core indicator substances metals) that have not achieved GES, are decreasing).
Estonia's national capacity to respond to spillages of oil and other harmful substances is at the regionally agreed level. In accordance with the Harbour Act, the ports ensure pollution control capacity and the reception and treatment of ship waste.
BALEE-T32 - reducing the environmental impact from ship loading and unloading activities in ports.
Reducing the environmental impact from stormwater runoffs (point sources) to the sea.
Marine aquaculture, including aquaculture infrastructure, is environmentally friendly and does not cause increased nutrient or pollutant concentrations.

Methodolog(y)ies for assessing climate change, anthropogenic pressures and their mutual impacts affecting marine ecosystems are developed through regional cooperation. All features are addressed across all descriptors, with no specific feature singled out for emphasis.
Data coverage is sufficient in order to assess entire marine area using indicators described under MSFD primary criteria and HELCOM core indicators. Relevant for all descriptors and climate change, with particular emphasis on D4/D1, D11, and D8.
Remediation of high-risk and environmentally hazardous ship wrecks.
The environmental permits issued for marine infrastructure (for maintenance work and pollutant emissions associated with the use of LNG terminals, wind farms, aquaculture, etc.) include up-to- date requirements for monitoring of pollutant emissions, and the use of chemicals and the release of pollutants into the water are carried out only in accordance with the environmental permits (based on Section 187 of the Water Act, a water permit is required for the discharge of pollutants or waste water and cooling water into the recieving waterbody).
The lack of knowledge regarding the harmful effects of pollutants (including cumulative effects or combined effects) on species or the state of their habitats has been eliminated, and a monitoring system has been developed to monitor the long-term effects of pollution after significant acute pollution cases.

Target assessment description
Gradual reduction of anthropogenic inputs of hazardous substances. Decresing trend compared to base year shows improvement. The target's definition has been refined and updated in comparison to the 2018 definition.
Estonia's pollution response capacity meets Helcom requirements. The target definition was modified. The old target BALEE-T31 reported in 2018 has been achieved, but acts now as an indicator for modified target BALEE-T31-2024.
The old target, BALEE-T32, reported in 2018, is no longer in use and has been replaced by a new, broader target BALEE-T54: 'Enhancing environmental supervision of maritime and port activities (inspections, compliance with requirements)'. The old target is now used as a target indicator.
Outlets of stormwater discharges of coastal cities are renovated (2028: 100%). The target remains the same as in 2018, with a slight change in the temporal scope (202801 to 202812).
New aquaculture activities will not increase nutrient or pollutant concentrations in the water body. The definition of the old target, BALEE-T34, has been slightly modified.
The old target, BALEE-T35, reported in 2018, is no longer in use and has been replaced by a new, broader target BALEE-T54: 'Enhancing environmental supervision of maritime and port activities (inspections, compliance with requirements)'.
