Justification description
The reason for the exception is the long time lag between the reduction in the input of hazardous substances and their concentrations. The level of 137Cs is still high due to the steady half-life of radioactive decay (Chernobyl accident in 1986), however it is expected that concentrations below the threshold value in biota and water may be achieved by 2025. According to the HELCOM ACTION project SOM (sufficiency of existing measures for hazardous substances in the Baltic Sea) time lags for different substances (Hg , TBT, PFOS and Diclofenac) are varying between 20-30 years and can be even longer depending on environmental conditions (anoxic conditions). As there is exceedanses of threshold values for 137Cs; Hg; Ni; Pb; Cd; TBT; anthracene; PBDE; DEHP in different parts of Estonian marine area and there are no accurate quantified assessments for hazardous substances time lags it is impossible to estimate when GES will be achieved. By implementing all the excisting and new measures (from WFD water management plans; HELCOM Action Plan and MSFD programmes of measures) by the end of this implementation cycle (end of 2027) and taking into account the estimated time lags the GES of hazardous substances is not expected to be achieved before years 2050-2060.
