Atsižvelgiant į Baltijos jūros aplinkos apsaugos vykdomą monitoringą galima teigti, kad jis iš dalies įgyvendina šio deskriptoriaus keliamus tikslus. Šiuo metu vykdomas monitoringas nustato esamą būklę, būklės pokyčius, įvertina poveikio mastą, tačiau neįdentifikuoja konkrečių teršalų šaltinių (jų kilmės). Duomenų rinkimas pagrinde vykdomas įgyvendinant 2006 m. gruodžio 19 d. Europos Komisijos reglamentą Nr. 1881/2006, nustatantį didžiausias leistinas tam tikrų teršalų maisto produktuose koncentracijas.

a. Monitoringo programa iš dalies padengia vertinimo poreikius, daugiau informacijos reikalinga apie teršalų žuvyse poveikį žmogui.
b.Teršalų Baltijos jūros žuvyse, skirtose žmonių maistui, stebėsena ir kontrolė vykdoma remiantis ES reglamentais bei rekomendacijomis. Kiekvienais metais sudaromi mėginių paėmimo planai, kurie yra koreguojami, priklausomai nuo rizikos vertinimo išvadų, valstybinės kontrolės rezultatų, skubių pranešimų dėl nesaugaus maisto ir besikeičiančios socialinės, ekonominės situacijos šalyje.
Baltijos jūroje rekomenduojamų stebėti žuvų sąrašas nacionaliniu mastu gali būti koreguojamas, atsižvelgiant į besikeičiančius vartotojų įpročius Lietuvoje, taip pat ekologinę tų žuvų rūšių svarbą bei paplitimą Lietuvos akvatorijoje.
c. Didžiausios leistinos teršalų normos žmonėms vartoti skirtose žuvyse ir kituose jūros maisto produktuose koncentracijos nustatytos Europos komisijos reglamentu EB Nr. 1881/2006. Vertinant gerą jūros aplinkos būklę Lietuvoje reglamentu nustatytos didžiausios leistinos normos (DLK) yra aktualios jūros produktams ir teršalams.
d. Kiekybiškai nustatomos teršalų koncentracijos ne vienoje rūšyje, eilę metų, todėl galima įvertinti būklės pasikeitimus, įvertinti kaitą. Tačiau atskirti, kokie konkrečiai veiksniai lemia koncentracijų pokyčius, negalima.
e. Kiekvienais metais sudaromas teršalų stebėsenos planas ir numatomas toks mėginių rinkimas, kuris atspindėtų konkrečios žuvies žvejybos laimikį Lietuvoje. Be to, atsižvelgiama į partijos dydį, jos rūšinę bei žuvų amžiaus/ dydžio sudėtį (EB reglamentas 252/2012), taip pat iš kurios Lietuvos Baltijos jūros dalies (zonos) buvo pagauta žuvis. Aktualiausios rūšys Lietuvoje išlieka brėtlingiai, strimelės, menkės, plekšnės, lašišos.

Trūksta žinių, kaip teršalai maistui skirtuose jūros produktuose yra susiję tarpusavyje, koks yra teršalų kaupimosi jūros organizmuose poveikis, greitis, kokios tikslios slenkstinės vertės apibrėžia saugų teršalų kiekį maiste. Vis dar sudėtingas maisto produktų , kuriuose viršijamos teršalų koncentracijos atsekamumas, trūksta efektyvių metodų padidėjusios teršalo koncentracijos priežasčiai nustatyti.
Bus svarstomas imčių padidinimo klausimas, o taip pat atsižvelgta į rekomendacijas regioniniu lygmeniu.

Planuojama didinti tyrimų imtį (arba imties dydžio ir atitinkamų rezultatų patikimumo vertinimą), gerinti teršalų šaltinių (užteršimo priežasties) atsekamumą, naujų galimų teršalų stebėjimas ir įtraukimas į monitoringo programą (taip pat ir naujų žuvų rūšių pagal vartojimo mastą); kiekybinis teršalų srauto nustatymas, slenkstinių verčių nustatymas, teršalų ciklo (migracijos) tarp vandens ir biotos studijos; kumuliatyvinio teršalų efekto tyrimas; ryšių tarp teršalų šaltinių, teršalų perdavimo ekosistemoje ir priežastinių ryšių poveikio biotai tyrimas.

It provides data to monitoring strategy “SD9 – Contaminants in seafood” and is related to GES Descriptor D9, Criterion D9C1. The pressure levels in the environment and the contamination of the seafood for human consumption are assessed for the Estonian waters, both the coastal and the off-shore areas (ICES divisions). Fish samples are analysed for the following harmful substances: Pb, Cd, Hg, dioxins, PCBs. The program is coordinated on the EU level (EU food safety regulations) and relevant guidelines are followed. Not regionally coordinated by HELCOM.

Of the seafood, the most widely consumed fish in Estonia is analysed at the request of the Veterinary and Food Board. Additional studies on the content of contaminants in seafood are being carried out on a project basis. The monitoring is performed from herring, sprat, flounder, pikeperch, salmon, perch and river lamprey specimens at least once in the 6-year period, dioxins and PCBs should be preferably monitored annually. |
