Legal status
The Special Secretariat for Water (SSW) (formerly called Central Water Agency (CWA))was legally constituted by the Law 3199/2003 for the “Protection and management of water resources – Harmonisation to Directive 2000/60/EC establishing a framework for Community action in the field of water policy”, as amended by the Law 4117/2013. The SSW operates within the Hellenic Ministry of Environment, Energy and Climate Change, is organised in Directories and Departments, is headed by a Special Secretary appointed by the Government and reports directly to the Minister. The SSW has the responsibility for establishing and implementing the national programmes for the protection and management (a)of fresh and coastal water resources (in accordance with Law 3199/2003, and (b)of marine water resources (in accordance with Law 3983/2011 for the harmonization to Directive 2008/56/EC-MSFD), coordinates the water related national authorities and institutions, represents Greece in EC meetings relevant to water resources management (including the MSFD and WFD), proposes legal and administrative measures, in collaboration with the Regional Water Directories, evaluates the implementation and results of the monitoring programmes, established both for quantity and quality of water resources and has the responsibility for the management of relevant national databases. The SSW coordinates and advises the Regional Water Directories which are established at a Regional level (Common Ministerial Decision 47630/2005). Finally, the SSW has the responsibility for implementing the water related Directives and reporting to EC all relevant information.
Responsibilities
The Special Secretariat for Water is responsible for the development and implementation of all programs related to the protection and management of the water resources of Greece and the coordination of all competent authorities dealing with the aquatic environment. The implementation of the Water Framework and the Marine Strategy Framework Directives as well of the related daughter Directives fall within the scope of the activities of the Secretariat. The Secretariat is composed of four Directorates and is headed by a Special Secretary, appointed by the Ministry of Environment, Energy and Climate Change and the Government. More specifically the Secretariat is responsible for: • the coordination of all agencies and state institutions, related to water issues and the regional Water Directorates • the implementation of the Water Framework Directive • the implementation of the Marine Strategy Directive • the implementation of the national monitoring program • the implementation of the Floods Directive • the implementation of the Urban Wastewater Directive and reuse programs • the implementation of the Nitrates Directive • the implementation of the Bathing Waters Directive • Transboundary and international water issues

Membership
The Secretariat, in collaboration with the Regional Water Authorities (acting as coordinator), formulates and, upon approval by the National Council for Water, implements the River Basin Management Plans and the national monitoring program (concerning the implementation of Directive 2000/60/EC via National Law 3199/2003 for the “Protection and management of water resources). Moreover SSW collaborates (acting as coordinator) with National Council for Marine Environmental Strategy for the implementation of MSFD via National Law 3983/2011.
