A qualitative description was made but at the same time environmental indicators were used according to environmental quality criteria and guidelines. As a result target setting follows the same pattern where possible. Targets to achieve or maintain GES are defined according to the desired state of the environment as set by GES descriptors. State-based, pressure- based and impact-based targets are provided.
