Vähentää metsätaloudesta tulevaa kuormitusta. Yksityismailla tehtävää ojien kunnostamista tuetaan Kemera-lain mukaisella tuella. Valtion tukea saavaan ojitushankesuunnitelmaan liittyy aina vesiensuojelusuunnitelma; jonka sisältö vastaa vesilain mukaista ojitusilmoitusta; eli sama paperi käy myös ojitusilmoituksesta.
Suosituksia metsänkäsittelyyn; jotka vähentävät mm. ravinnekuormitusta. Suomen metsistä noin 80 % PEFC-sertifioinnissa ja noin 10 % FSC:ssä. Toimenpiteet ovat velvoittavia ja niitä myös valvotaan.
Kunnostustoimenpiteillä edistetään vesien hyvän tilan saavuttamista ja huolehditaan luonnon monimuotoisuudesta mm. kunnostamalla rehevöityneitä merenlahtia.
The agricultural measures for water management (excluding the reduction of the use of plant protection products) and fur production reduce nutrient loads at sea and contribute to the overall objective of reducing marine nutrients and the sub-objective RAV1: Nutrients from agriculture, forestry and peat production; the load on organic matter and solids is reduced.
Tukee vesien- ja merenhoidon toimenpiteiden toteuttamista mm. vähentämällä ravinnekuormitusta erityisesti maataloudesta ja edistämällä vesistöjen kunnostusta.
Tehostetaan yhdyskuntajätevesien puhdistusta vapaaehtoisesti ympäristölupien määräyksiä paremmaksi; jolloin ravinnekuormitus pienee. Rehevöitymistä rajoittavat toimet jätevesien puhdistamoilla rajoittavat myös roskien kulkeutumista laitoksilta Yhdyskuntajätevesien biologisella käsittelyllä vähennetään myös useiden haitallisten aineiden päästöjä.
Konkreettinen toimenpide on Itämeren kiintiölajien (silakka; kilohaili; turska; lohi) kalastuksensäätely. Kalastuspolitiikka säätelee kalastettavien kalojen määrää. Kalastamalla voidaan puolestaan poistaa ravinteita merestä.
Metsätalouden vesiensuojelua ohjaavaa lainsäädäntöä
Lannan ravinteiden kierrätyksen edistäminen vähentää edelleen ravinteiden pääsyä vesistöihin.
Eri organisaatiot toteuttavat johonkin teemaan liittyviä vesiensuojelutoimenpiteitä; joilla pyritään parantamaan Itämeren tilaa ko. teeman osalta (kuten ravinnekuormitus; roskaantuminen; pienpetojen pyynti jne).
Meren suojelun toimenpiteenä mm. vaikuttaminen kansainvälisesti valtameriin liittyvien sopimusten toimenpanon vahvistamiseksi; valtamerten suojelun ja kestävän käytön integrointi kaikkiin mereen vaikuttaviin politiikkasektoreihin; merentutkimusinfrastruktuurin kehittäminen ja tutkimuksen valmiuksien kehittäminen globaaliin suuntaan.
Ravinteiden ja kiintoaineen kulkeutumista vesistöön estetään mm. peltojen talviaikaisella kasvipeitteisyydellä; pientareilla; suojakaistoilla ja -vyöhykkeillä; vähentämällä ravinteiden käyttöä; tehostamalla lannan käyttöä; säätösalaojituksella sekä johtamalla peltojen kuivatusvesiä kosteikkojen kautta vesistöön. Maatalouden uutena vesienhoidon toimenpiteenä ovat uudet vesiensuojelumenetelmät kuten kipsin; rakennekalkin tai puukuitujen käyttö. Tavoitteena on maan rakenteen parantaminen sekä eroosion ja fosforin huuhtoutumisen vähentäminen
Tuetaan vesiviljelyn kestävää kasvua sekä vajaasti hyödynnettyjen kalojen tuotekehitystä ja korkean arvon tuotteiden kehittämistä.
Määräykset voivat koskea esim. sellaisten alueiden ja vyöhykkeiden määrittelyä; joilla lannan ja lannoitteiden sekä maataloudessa käytettävien ympäristölle haitallisten aineiden käyttöä rajoitetaan
Pyrkii vähentämään vesistöjen happamoitumista ja rehevöitymistä.
Merkittävän tulvariskialueen sisältäville vesistöalueille tai rannikkoalueille on tehty tulvariskien hallintasuunnitelmat; joissa esitetään tavoitteet sekä toimenpiteet tulvariskien estämiseksi ja vähentämiseksi sekä toimenpiteiden muut vaikutukset.
Pyrkii parantamaan rannikkovesien tilaa erityisesti rehevöitymistä aiheuttavaa kuormitusta vähentämällä
Estää öljyn; haitallisten ja vahingollisten aineiden sekä käymäläjäteveden että kiinteiden jätteiden dumppaamisen mereen.
Ehkäisee hulevesitulvien ja merenpinnan nousun seurauksena sisävesiin ja merialueelle aiheutuvaa ravinnekuormitusta säätämällä tulvariskien hallintasuunnitelmien laatimisesta… Tulvavesien epäpuhtauksien mukana kulkee myös haitallisia aineita ja roskia. Tulvia pyritään tällä toimenpiteellä hillitsemään
Määrittää rajat yhdyskuntajätevedenpuhdistamoilta sisävesiin ja mereen johdettavien jätevesien fosforin; typen; kiintoaineen ja hapenkulutuksen pitoisuuksille ja poistoteholle.  Yhdyskuntajätevesien biologisella käsittelyllä vähennetään myös useiden haitallisten aineiden päästöjä.... Säätelee roskaa tuottavaa toimintaa yrityksissä. Edellyttää jätevesien käsittelyä ympäristöluvanvaraisesti teollisuusjätevesien ja yli 100 avl yhdyskuntien jätevesien käsittelyltä. Luvan määräyksien noudattaminen vähentää mereen päätyvän roskan määrää. Sääntelee myös talousjätevesien käsittelyä viemäriverkostojen ulkopuolisilla alueilla.
Ehkäisee aluksista aiheutuvaa ympäristön pilaantumista kieltämällä haitallisten aineiden päästämisen veteen ja ilmaan tai rajoittamalla tällaisten aineiden päästöjä. Säätelee mm. alusten pakokaasupäästöistä ja käymäläjätevesistä aiheutuvaa ravinnekuormitusta. Merenkulun ympäristönsuojelulaki sisältää mm. säännökset merenkulusta ja muista merellisistä toiminnoista aiheutuvan roskaamisen vähentämiseksi. Laki perustuu näiltä osin kansainväliseen MARPOL-yleissopimukseen ja Helsingin sopimukseen sisältäen näissä sopimuksissa säädetyt velvoitteet. Lain avulla implementoidaan myös aihetta koskeva EU-sääntely. Laissa säädetään mm. jätteiden toimittamisesta satamaan sekä jätteiden mereen päästämisestä ja näiden säännösten rikkomisesta seuraavista rangaistuksista. Lisäksi laissa on mahdollista säätää erilaisten toimenpideohjelmien mukaisista toimista; kuten IMO:n merten roskaantumisen toimenpideohjelma tai HELCOM Marine Litter Action Plan.
Maritime spatial planning contributes to the sustainable development and growth of the various uses of the sea basin; the sustainable use of natural resources and the achievement of good environmental status in the marine environment. Maritime spatial plans guide maritime activities; which cause, for example, nutrient and noise emissions to the areas; where their operation is as limited as possible. Planning can exclude specific areas.
Ohjaa jätevesien ja hulevesien hallittua keruuta ja johtamista asianmukaiseen käsittelyyn; jossa mm. vähennetään ravinnekuormitusta ja roskan määrää.
Kansallinen metsätrategia kokoaa ja sovittaa yhteen kaikki metsiä koskevat linjaukset. Strategia vahvistaa ekologista kestävyyttä huomioimalla metsien monimuotoisuuden ja vesiensuojelun hankekokonaisuuksien kautta . Vesiensuojelun hankkeilla voidaan vähentää kuormitusta.
Säätelee talousjätevesien käsittelyä viemäriverkostojen ulkopuolisilla alueilla mm.  määrittämällä puhdistusvaatimukset jätevesien sisältämälle typelle; fosforille ja orgaaniselle aineelle. Talousjätevesien käsittelyllä vähennetään myös useiden haitallisten aineiden päästöjä.Käsittelyllä vähennetään pieniltä ja kiinteistökohtaisilta jätevedenpuhdistamoilta mereen päätyvän roskan määrää.
Ohjaa hulevesien hallintaa eli niiden imeyttämiseen; viivyttämiseen; johtamiseen; viemäröintiin ja käsittelyyn liittyviä toimenpiteitä eriyisesti asemakaavalueilla; vähentäen näin sisävesiin ja merialueelle aiheutuvaa ravinnekuormitusta. Vähentää hulevesien mukana mereen päätyvän roskan määrää. Lakiin on sisällytetty myös merialuesuunnittelun toimeenpano. Merialuesuunnitelmat valmistuvat vuonna 2021 ja niiden tavoitteena on sovittaa yhteen meren eri käyttömuodot. Ravinnekuormituksen ja rehevöitymisen kannalta olennainen on erityisesti vesiviljely. Toimenpiteellä säädetään alueiden käyttöä ja rakentamista. MRL:llä säädetään merialueiden kaavoituksesta; merialuesuunnittelusta; sekä toimii osittain N2000-alueiden totetuskeinona.
Ajoneuvojen päästöluokat rajoittavat typpipäästöjä ja vähentävät typen ilmalaskeumaa (Nox; typen oksidit).
The Act aims to prevent and reduce harm caused by water and the use of the aquatic environment, and to improve water resources and the aquatic environment (directs drainage, dredging, etc. and includes the protection of flyes). The Veslaki prohibits endangering the natural condition of flaps and bones in less than 10 ha of lunch. In addition, one of the most common means of accommodating N2000 areas in maritime areas.
Keskeinen ravinnekuormitusta säätelevä laki ja asetus. Säätelee erityisesti ympäristöluvanvaraista toimintaa (jätevedenpuhdistamot; teollisuuslaitokset; kalankasvatuslaitokset; turvetuotantoalueet; kotieläintilat); jonka jätevedet kuormittavat sisävesiä ja merta. Yhdyskuntajätevesien biologisella käsittelyllä vähennetään myös useiden haitallisten aineiden päästöjä. Säätelee roskaa tuottavaa toimintaa yrityksissä. Edellyttää jätevesien käsittelyä ympäristöluvanvaraisesti teollisuusjätevesien ja yli 100 avl yhdyskuntien jätevesien käsittelyltä. Luvan määräyksien noudattaminen vähentää mereen päätyvän roskan määrää. Sääntelee myös talousjätevesien käsittelyä viemäriverkostojen ulkopuolisilla alueilla. Lakia käytetään yhtenä N2000-alueiden totetutuskeinona merialueilla.
Suomi toimii vastuullisesti Itämeren hyvän tilan saavuttamiseksi EU:ssa ja kansainvälisesti tehtyjen sitoumusten mukaisesti. Pyrkii siihen; että merenkulku on turvallista ja sillä on mahdollisimman vähän haitallisia ympäristövaikutuksia.
Pyrkii vähentämään soiden käytöstä aiheutuvaa haitallista vesistökuormitusta
Suosituksia metsänkäsittelyyn; jotka vähentävät mm. ravinnekuormitusta. Vesiensuojelun työoppaassa on kuvattu yksityiskohtaisesti eri metsätaloustoimenpiteiden yhteydessä suositellut vesiensuojelurakenteet.
Määrittää  ylärajat kuluttajille tarkoitetuissa pyykinpesuaineissa ja konetiskiaineissa sallituille fosfaatin ja muiden fosforiyhdisteiden pitoisuuksille; ja vähentää näin sisävesien ja merialueen ravinnekuormitusta ja rehevöitymistä.
Rikkidioksidin; typen oksidien; ammoniakin; pienhiukkasten ja haihtuvien orgaanisten yhdisteiden (pl. metaani) päästöjen vähentämiseen tähtäävä ohjelma. Ravinnekuormitukseen vaikuttavat ammoniakki ja typen oksidit.
Ohjeen tavoitteena on edistää kalankasvatuksen ympäristönsuojelua ottaen huomioon elinkeinon toimintaedellytykset sekä yhdenmukaistaa viranomaistoimintaa ja valvontaa. Lisäksi ohjeella pyritään mm. lisäämään kalankasvattajien tietämystä ympäristönsuojelun vaatimuksista.
Turvetuotannon päästöjen tarkkailuohje; ohjeistaa erityisesti vesistöihin liittyvien päästöjen tarkkailuun. Toimenpiteitä myös happamuuden ja raskasmetallien tarkkailuun.
Rantojensuojeluohjelmalla pyritään säilyttämään arvokasta meri- ja järviluontoa eri puolilla Suomea. Ohjelman tavoitteena on suojella rakentamattomia rantoja.
Turvetuotannon toimenpidesuosituksia vesienkäsittelyyn; joilla pyritään pienentämään ravinnekuormitusta. Toimenpiteitä myös happamuuden torjumiseksi ja sitä kautta raskasmetallien huuhtoutumisen estämiseksi.
Pyrkii  ehkäisemään liikenteen aiheuttamia typpipäästöjä ja samalla Itämeren typpikuormitusta
Tavoitteena ehkäistä ja vähentää lannan sekä lannoitteiden käytöstä; varastoinnista ja käsittelystä sekä eläintuotannosta aiheutuvia päästöjä pintavesiin; pohjavesiin; maaperään ja ilmaan. Asetusta sovelletaan maa- ja puutarhatalouteen ja se koskee erityisesti typpipäästöjä.
Kansallisen Vesiviljelystrategian 2022 tavoitteena on kotimaisen kalankasvatustuotannon kestävä kasvu sopusoinnussa veden laatua koskevien velvoitteiden ja muiden ympäristötavoitteiden kanssa.
Ohjaa vesiviljelyä alueille; joissa se ei vaaranna vesienhoito- ja merenhoitosuunnitelmissa asetettujen hyvän tilan tavoitteiden saavuttamista.
Opas auttaa kokonaisvaltaiseen hulevesienhallintaan ja vähentää siten hulevesien mukana kulkeutuvaa ravinne- ja orgaanisen aineen; haitallisten aineiden ja roskien kuormitusta.
Lain tavoitteena on mm. edistää hyvälaatuisten; turvallisten ja kasvintuotantoon sopivien lannoitevalmisteiden; ml. kierrätyslannoitteiden; tarjontaa ja hyötykäyttöä.
Vesistökuormituksen vähentäminen maa-ja metsätaloudesta kohdentamalla toimenpiteitä tarkemmin ja etsimällä uusia toimenpiteitä. Luonnonmukaisuus lähtökohtana vesirakentamisessa. Vesienhallinnan sopeuttaminen ilmastonmuutokseen. Pyritään entistä kokonaisvaltaisempaan vesienhallintaan.
Nykyinen: Maatalouden tukijärjestelmän perustan muodostavat EU:n suorat tulotuet (mm. perustuki; viherryttämistuki) ja EU:n osittain rahoittamat maaseudun kehittämisohjelman tuet (mm. luonnonhaitta-; ympäristö- ja luomukorvaukset; investoinnit) ja kansalliset tuet. Tukien saamiseksi noudatettava tukikohtaisten ehtojen lisäksi täydentäviä ehtoja (hyvän maatalouden ja ympäristön vaatimukset sekä lakisääteiset hoitovaatimukset). Tuleva: Mm. perustulotuki; ekojärjestelmä ja ilmasto- ja ympäristökorvaus; luomukorvaus; investoinnit. Lisäksi käyttöön ns. ehdollisuuden vaatimukset; jotka korvaavat nykyisen järjestelmän viherryttämistuen ja täydentävät ehdot.
Ohjeistaa vesiensuojelumenetelmiä; joilla ehkäistään ravinne- ja kiintoainekuormitusta sekä eroosiota.
Yhtenä päämääränä meren pelastaminen: kirkas vesi ja monimuotoinen luonto.
Pyrkii laajamittaisen vesienhallinnan avulla vähentämään vesistökuormitusta.
