Measure description
Pyrkii turvaamaan luonnon monimuotoisuutta.
Vesiliikennelailla voidaan aluekohtaisesti rajoittaa tai kieltää tietyn moottorikäyttöisen vesikulkuneuvotyypin käyttö; jos sen käyttämisestä aiheutuu erityisen huomattavaa haittaa luonnolle tai muulle ympäristölle.
Luonnonsuojelulain tavoitteena on luonnon monimuotoisuuden ylläpitäminen; luonnonkauneuden ja maisema-arvojen vaaliminen; luonnonvarojen ja luonnonympäristön kestävän käytön tukeminen; luonnontuntemuksen ja yleisen luonnonharrastuksen lisääminen ja luonnontutkimuksen edistäminen. Luonnonsuojelulaissa ja -asetuksessa säädetään mm. luonnonsuojelualueista; sekä lajien ja luontotyyppien suojelusta.
Kooste hyvistä käytännöistä merihiekan ja kiviainesten kestävän käytön edistämiseksi ja toiminnasta aiheutuvien haittojen hallitsemiseksi. erenpohjan hiekka-; sora- ja mineraalivarantojen hyödyntäminen vaikuttaa merenpohjan rakenteeseen ja siten meriekosysteemin toimintaan. Sisältää myös suosituksia toiminnan aikaisen vedenalaisen melun vähentämiseksi.
Pyrkii parantamaan rannikkovesien tilaa erityisesti rehevöitymistä aiheuttavaa kuormitusta vähentämällä
Säätelee luonnonvarojen hyödyntämistä talousvyöhykkeellä
Velmu tuo luotettavaa tietoa meriluonnon monipuolisuudesta ja auttaa monimuotoisuuden säilyttämisessä. Tietoa hyödynnetään mm. merialuesuunnittelussa ja auttaa suuntamaan suojelutoimenpiteitä.
Maritime spatial planning contributes to the sustainable development and growth of the various uses of the sea basin; the sustainable use of natural resources and the achievement of good environmental status in the marine environment. Maritime spatial plans guide maritime activities; which cause, for example, nutrient and noise emissions to the areas; where their operation is as limited as possible. Planning can exclude specific areas.
Päätavoite on pysäyttää luontotyyppien uhanalaistuminen vuoteen 2020 mennessä ja parantaa niiden tilaa tehokkaiden toimenpiteiden avulla.
The agreement entered into force by the Regulation commits HELCOM member states to maintain preparedness to tackle pollution incidents threatening the marine environment of the Baltic Sea
Arviointi tuo tietoa luontotyyppien tilasta ja auttaa suuntamaan suojelutoimenpiteitä
Tuulivoimarakentamisen ohjauksella pyritään ehkäisemään ja vähentämään luonnolle ja ihmiselle koituvia haittoja; kuten vaikutuksia maisemaan ja linnustoon sekä aiheutuvaan meluun
Arviointi tuo tieto alajien uhanalaisuudesta ja auttaa suuntamaan suojelutoimenpiteitä
Ohjaa hulevesien hallintaa eli niiden imeyttämiseen; viivyttämiseen; johtamiseen; viemäröintiin ja käsittelyyn liittyviä toimenpiteitä eriyisesti asemakaavalueilla; vähentäen näin sisävesiin ja merialueelle aiheutuvaa ravinnekuormitusta. Vähentää hulevesien mukana mereen päätyvän roskan määrää. Lakiin on sisällytetty myös merialuesuunnittelun toimeenpano. Merialuesuunnitelmat valmistuvat vuonna 2021 ja niiden tavoitteena on sovittaa yhteen meren eri käyttömuodot. Ravinnekuormituksen ja rehevöitymisen kannalta olennainen on erityisesti vesiviljely. Toimenpiteellä säädetään alueiden käyttöä ja rakentamista. MRL:llä säädetään merialueiden kaavoituksesta; merialuesuunnittelusta; sekä toimii osittain N2000-alueiden totetuskeinona.
The Act aims to prevent and reduce harm caused by water and the use of the aquatic environment, and to improve water resources and the aquatic environment (directs drainage, dredging, etc. and includes the protection of flyes). The Veslaki prohibits endangering the natural condition of flaps and bones in less than 10 ha of lunch. In addition, one of the most common means of accommodating N2000 areas in maritime areas.
Keskeinen ravinnekuormitusta säätelevä laki ja asetus. Säätelee erityisesti ympäristöluvanvaraista toimintaa (jätevedenpuhdistamot; teollisuuslaitokset; kalankasvatuslaitokset; turvetuotantoalueet; kotieläintilat); jonka jätevedet kuormittavat sisävesiä ja merta. Yhdyskuntajätevesien biologisella käsittelyllä vähennetään myös useiden haitallisten aineiden päästöjä. Säätelee roskaa tuottavaa toimintaa yrityksissä. Edellyttää jätevesien käsittelyä ympäristöluvanvaraisesti teollisuusjätevesien ja yli 100 avl yhdyskuntien jätevesien käsittelyltä. Luvan määräyksien noudattaminen vähentää mereen päätyvän roskan määrää. Sääntelee myös talousjätevesien käsittelyä viemäriverkostojen ulkopuolisilla alueilla. Lakia käytetään yhtenä N2000-alueiden totetutuskeinona merialueilla.
Toimenpiteessä nostetaan esiin meriajokasniittyjen; näkinpartaisniittyjen ja vedenalaisten harjujen suojelun lisäämistä ja ehdotetaan näiden liittämistä vesilakiin. Sekä kuvataan vesilain vaikutusta fladojen ja kluuvien suojelussa.
Rantojensuojeluohjelmalla pyritään säilyttämään arvokasta meri- ja järviluontoa eri puolilla Suomea. Ohjelman tavoitteena on suojella rakentamattomia rantoja.
Ohjaa vesiviljelyä alueille; joissa se ei vaaranna vesienhoito- ja merenhoitosuunnitelmissa asetettujen hyvän tilan tavoitteiden saavuttamista.
Ohjetta sovelletaan Suomen aluevesillä ja sisävesillä tapahtuvaan ruoppaukseen ja läjittämiseen. Pyrkii ehkäisemään ruoppauksesta aiheutuvia haittoja meriluonnolle.
Komissio käynnisti vuonna 2014 osana sääntelyn parantamista koskevaa sitoumustaan luonnonsuojeludirektiivien kokonaisvaltaisen arvioinnin eli niiden toimivuustarkistuksen (”Fitness Check”).
Toimenpiteeseen on kirjattu muiden toimenpiteiden toteutuksia (valtioneuvoston periaatepäätöstä Itämeren suojeluohjelmasta; Itämereen kohdistuvien ravinnepäästöjen vähentäminen; BSAP:in toteutus; VELMU) Sekä selvitetään mereisten suojelualueiden lisäämis- ja/tai laajentamistarvetta
Yhtenä päämääränä meren pelastaminen: kirkas vesi ja monimuotoinen luonto.
Mapping of underwater nature; new marine measures and strengthened Natura 2000 network
It is a continuous work to develop measures that strengthen endangered species and biotopes
Information initiatives; workshops and other communication initiatives to the public to increase awareness of valuable species and biotopes in the marine environment; as well as their ecosystem services
Action plans are developed through local collaboration; investigations and knowledge exchange
Collaborate with neighboring countries to explore the possibility of protecting cross-border valuable nature and develop ecosystem-based management
Compare and if possibly develop modeling and models for underwater nature; e.g. through VELMU; Åland SeaMap and Biodiversea
In cooperation find out what actions are required to work against invasive species; restore and/or promote carbon-binding ecosystems and to otherwise strengthen biological diversity in the sea. The work is coordinated overall with Natur- 4 and Natur-5.
