Justification description
L’Etat membre n’est pas seul responsable de la politique commune des pêches ( PCP). Il appartient donc à la Commission européenne d’adopter les mesures techniques en matière de pêche au large permettant de garantir le bon état de conservation des oiseaux marins sur la base de recommandations conjointes formulées par la France pour les eaux sous juridiction française. La France s’engage à faire des recommandations pour les activités françaises ou une recommandation conjointe lorsque d’autres intérêts de pêche étrangers sont présents dans les zones à protéger. L’Etat membre s’engage à : - Formuler à la Commission européenne une recommandation pour réduire les captures accidentelles des tortues marines, des mammifères marins et des oiseaux marins, -proposer des mesures d’évitement et de réduction dans les habitats fonctionnelles des colonies, -participer aux travaux diligentés par la commission
