Establish permanent coordinating mechanism for efficient implementation of the Strategy for marine environment and coastal zone management
Strengthen coordination in the preparation of normative, strategic and planning documents for the management and protection of the marine environment and coastal zone at the national and county levels.
Strengthen the coordinating role of the physical planning system in the process of preparation of spatial plans and the process of preparation of sectoral and development strategic plans/documents
Ensure quality participation and timely response of the interested public in the processes of marine environment and coastal zone protection and management

Improve environmental impact studies and Main Assessment study in the procedure of the Ecological Network Impact Assessment (ENIA), with an emphasis on their use in the management and protection of the marine environment and coastal zone
Strengthen expert capacities of the coordinating mechanism for participatory planning, cross-sectoral cooperation and sustainable management of the marine environment and coastal zone
Strengthen expert capacities for the management of the maritime domain
Strengthen the capacities for monitoring the maritime domain through strengthening of the competent inspectional services
Conserve marine habitats by reducing anthropogenically-induced eutrophication, pollution and other activities
Establish and develop a register to record, assess and manage the spatial and temporal distribution of the impulsive anthropogenic noise sources in the frequency range from 10 Hz to 10 kHz

Conduct research on biology and fisheries relating to the exploitation of non-indigenous (allochthonous) potentially economically important species
Prohibit fishing (trawl nets, dredges, shore seines or similar nets) and other activities above the coralligenous area and in its vicinity
Monitor, through measurement stations and/or through acoustic modelling if possible, trends in levels of continuous underwater noise within the 1/3 octave band centre frequencies of 63 and 125 Hz
Collect data and estimate the levels of harmful effects of marine litter

Prepare the Ordinance on regulating the transfer of cultivated species, farming tools and farming cages from one sea farming area to another (this measure does not apply to transfers between Croatian sea farms)
Map seagrass meadows, coralligenous and maerl, develop methods for monitoring their distribution, and implement national programmes for monitoring their conservation status, pursuant to the Habitats Directive

Insufficent capacity (regarding implementation of MSFD and ICZM) of the bodies competent for the relevant sectors at the national and county levels.

The Act on the Prevention and Management of the Introduction and Spread of Alien and Invasive Alien Species, which entered into force in February 2018, regulates the system of surveillance, early warning and rapid eradication. Croatian Agency for the Environment and Nature developed a web page "Invasive species in Croatia, with information on invasive alien species, risk assessments, legal framework, ongoing activities and educational materials. The web page has a link and an e-mail address to report on the observations of IAS in Croatia. Croatian Agency for the Environment and Nature is implementing EU funded project “Establishment of the National Monitoring System for Invasive Alien Species”. One of the project activities is to establish monitoring and citizen science programs (by development of mobile application for reporting IAS observations and by education of stakeholders). The project duration is from 2017 to 2020. Due to technical and administrative problems, the development of mobile application has not started yet, but by the end of the project in 2020 the application will be developed and all relevant stakeholders will be informed on the importance of reporting IAS observations as well as educated on the use of application.

In 2018 Croatian Agency for the Environment and Nature (CAEN) started to implement EU funded projects: "Mapping of coastal and seabed marine habitats in the Adriatic Sea under national jurisdiction" and "Establishment of the national species and habitats conservation status monitoring system". Both projects will last until the end of 2022.
New regulation (Aquaculture Act) that simplifies administrative procedures and makes frame for farming of all aquatic organisms.
