Description [Targets]
3.1.1 Target fishing mortality to be at levels which aim to restore and maintain populations of harvested species at least at levels which can produce the maximum sustainable yield, by 2015, where possible. Where stocks are managed within an agreed management plan, which is consistent with MSY in the longterm, target fishing mortality as specified by the management plan should be adhered to.

Stock specific FMSY reference points are used for assessed stocks. Where not available, proxies are applied, which give a robust estimate of a fishing mortality rate associated with high long-term yield. These include Fmax, F0.1, M, and F20-40%SPR. For data limited and non –assessed stocks, proxies are applied which indicate long term sustainability.

MSY Btrigger corresponds to the lower bound of the range of stock sizes associated with fishing at MSY in the medium to lengterm. Within the ICES framework, MSY Btrigger is initially set at BPA (where available), unless there is a sound basis for using a different value. In the future when there are sufficient observations of SSB fluctuations associated with fishing around FMSY, MSY Btrigger should be re-estimated to correspond to the lower bound of the range of stock sizes associated with FMSY. In general, it is anticipated that re-estimated values will be higher than Bpa.
