Continue to report marine biodiversity and associated anthropogenic pressure data from Ireland to OSPAR's data and information management system (ODIMS) |
In 2022 and every six years thereafter; implement Irelands Water Framework Directive (2000/60/EEC) River Basin Management Plan which include measures aimed toward the achievement of Good Ecological Status of coastal and transitional water bodies. |
On an ongoing basis implement the Strategic Environmental Assessment Directive (2001/42/EC) in order to identify, minimise and mitigate potential adverse environmental impacts. |
Continue awareness and training of best practices in maritime and coastal activities and the preservation of the marine environment |
Continue to develop and apply guidance to planning and licencing activities in Irish marine waters that have the potential to cause environmental harm. |
Ireland will apply the Environmental Liability Directive (2004/35/EC) as appropriate. |
By 2025 implement fully Irelands fifth Nitrates Action Programme which is given effect by the European Communities (Good Agricultural Practice for Protection of Waters) Regulations 2022 (S.I. No. 113 of 2022). The Programme contains specific measures to protect surface waters and groundwater from nutrient pollution arising from agricultural sources. |
On an ongoing basis Ireland will implement agricultural measures under the Water Framework Directive including the National Common Agricultural Policy (CAP) Strategic Plan and associated actions, and also continue to support the Rural Development Programme (RPD); including its Knowledge Transfer schemes and the implementation of the GLAS (Green Low-Carbon Agri-Environment Scheme) Scheme. |
On an ongoing basis Ireland will reduce nutrient inputs arising from Waste Water Treatment Plants through the application of the EC Urban Waste Water Treatment Directive (91/271/EEC). |
On an ongoing basis reduce the emissions of nutrients to the atmosphere through the setting of appropriate emission limits through the Industrial Emissions Directive (2010/75/EU) which sets emission limits for nitrogen in line with the best available abatement technologies. |
On an ongoing basis reduce emissions of nitrogen oxides and ammonia through the application of the National Emissions Ceiling Directive (2001/81/EC) which sets emission ceilings on forms of nitrogen (nitrogen oxides and ammonia). |
On an ongoing basis control Nitrogen Oxides emissions from ships through the application of the Sea Pollution (Prevention of Air Pollution from Ships) Regulations 2010 (S.I. No. 313/2010). |
Continue to apply PARCOM Recommendations 88/2 on the Reductions in Inputs of Nutrients to the Paris Convention Area (to reduce nutrient inputs to eutrophication problem areas by 50 % relative to input levels in 1985) and by 2028 implement OSPARs Operational Objective S1O2-4 to tackle eutrophication. |
Continue to implement, review and amend as necessary the eutrophic sensitive waters designated under the UWWT Regulations. |
On an ongoing basis prevent pollution by sewage from ships through the implementation of Regulations laid out in MARPOL Annex IV (entered into force 27 September 2003) and S.I. No. 492/2012. |
On an ongoing basis implement national legislation to appropriately apply licensing; regulation and planning for the marine and coastal environment; including the requirement for applications to be accompanied by the materials necessary for a full assessment of the proposed plan; project or development. Within this measure; include the enactment of relevant parts of the Marine Area Planning Act and the establishment of MARA in Ireland. |
By 2024 Ireland will update national guidelines regarding environmental considerations for offshore renewable energy developments; giving consideration to existing regional guidance on ORE e.g. from the EU Commission and OSPAR. |

On an ongoing basis enforce statutory codes of practice on the application and use of chemicals (e.g. good agricultural practice on agri-chemicals); which specify how various operations should be carried out to prevent chemicals entering surface waters. |

Continue to implement and revise Irelands Climate Action Plan 2021 (CAP21) which sets out almost 500 actions to support Ireland's journey towards a 51 % reduction in greenhouse gas emissions by 2030 (from a 2018 baseline) and carbon neutrality by 2050. |
