Remiantis Lietuvos Respublikos susisiekimo ministro ir Lietuvos Respublikos aplinkos ministro 2003 m. liepos 9 d. įsakymu Nr. 3-414/346 „Dėl laivuose susidarančių atliekų ir laivų krovinių liekanų tvarkymo nuostatų patvirtinimo“, papildyti Valstybinio Klaipėdos jūrų uosto atliekų tvarkymo plano „be specialaus mokesčio“ sistemą.
Vykdyti jūrinę aplinką teršiančių šiukšlių tyrimą siekiant nustatyti susidarančių jūros šiukšlių kiekius, šaltinius, pobūdį ir kitas svarbias charakteristikas.
Organizuoti informacines kampanijas (įskaitant ir kampanijas tarptautiniame lygmenyje) apie jūrinę aplinką teršiančias šiukšles bei jų keliamas grėsmes.
