Method used
ANS-NL-MS-1: The approach used by the Netherlands to determine GES is described in Annex 3 of the Common Understanding document (Approach 3). GES is described in a qualitative way. GES is considered a high level aspirational aim. Starting point is the wording of the descriptors in Annex 1 of the directive. Taking into account the characteristics of the marine environment in the Dutch part of the North Sea, the use of the sea, the main pressures and impacts it was decided for each descriptor whether it is necessary to change the description of GES. In the case of the descriptors 1, 3, 4, 5 , 6, 8 and 9 no adaptation was needed. In the case of descriptor 2 it is considered impossible to remove invasive species that are already present. The GES description is adapted accordingly. For descriptor 7 a slight adaptation of the wording was made to include the possibility of compensation in accordance with the BHD. For the descriptors 10 and 11 a description of GES that was agreed in OSPAR is used.
At the level of the environmental targets the achievement of GES is geared to the situation of the Dutch part of the North Sea, based on the criteria of the commission decision 2010/477.
