Target description
Improving the status of seabirds by expanding the area of special protection areas at sea under the Birds Directive. Note: The number of km2 is to be determined after additional research on BD area designation, which is expected to be completed in 2025.
Restoring the population abundance of bird species for which good environmental status has not been attained or maintained, by achieving at least a positive trend for each species.
Phase 1: Understanding whether food availability is a limitation for vulnerable bird species
Phase 2: ensuring and, if necessary, restoring sufficient food availability for vulnerable bird species
Mitigating effects of new offshore wind farms (habitat loss, displacement and collision victims) on marine birds and migratory birds.

Brown Bank semi-annual gillnet restriction (Oct. 1 - Mar. 31) (expected from 2027). cf. North Sea Agreement 4.40: Frisian Front no fishery zone (expected in 2027) and semi-annual gillnet restriction (since March 2023), along with fishery restrictions in the coastal zone (since 2016). No new gillnet fishing will be allowed in Natura 2000 and MSFD areas (cf. North Sea Agreement 4.45). Shark and Ray Action Plan 2022-2027. Further efforts to increase the survival chances after discarding and to improve fishing gear selectivity, focusing on target species.

Progress D1T4 (2018): The implementation of the Harbor Porpoise Protection Plan will continue. Progress has been made on all points mentioned.

Noise limit for pile driving, Passende beoordeling for large-scale construction projects at sea, use of acoustic deterrent devices (ADDs) in explosives clearance, management plans in EEZ areas + number of measures still under investigation. Application of the ecological assessment framework (KEC) in planning, and by developing and implementing mitigation measures. Some measures are still under investigation (slow navigation, quiet areas).
Progress: Significant steps have been taken by OSPAR. The updated environmental targets have been broken down by potential pressure. This environmental goal has been removed: it focuses solely on knowledge building and development of an assessment under Article 8, which does not fit into the system of environmental goals (Article 10).
Progress D1T3 (2018): Research into the need for establishing fishing-free zones completed. The precise implementation in the Wadden Sea and at the Haringvliet is currently being considered. Because monitoring is not an environmental objective in itself, the second part of the environmental objective is no longer relevant. Bird strikes with wind turbines are being investigated in MONS.
Research into cumulative effects is carried out in both OSPAR and MONS. This environmental goal has been removed: it focuses solely on knowledge building and is therefore not appropriate for Article 10. After all, research does not lead to improvement of the situation.
