Target description |
Reducing the amount of single-use plastic items (including small plastic bottles and caps, and balloons) and of marine-related plastic items on Dutch beaches: by at least 50% by 2025, compared to 2015/2016.
This environmental target is in line with the operational target from the OSPAR strategy (NEAES 2030). |
Reducing the amount of single-use plastic items (including small plastic bottles and caps, and balloons) and of marine-related plastic items on Dutch beaches: by at least 75% by 2030, compared to 2015/2016.
This environmental target is in line with the operational target from the OSPAR strategy (NEAES 2030). |
By 2030, the amount of dolly rope and other fisheries-related litter, especially fishing net cutting, on beaches will be reduced by 75% compared to 2015/2016. |
By 2030, the amount of pellets on beaches must be significantly reduced compared to 2023/2024. |
The amount of floating litter reduces: the number of northern fulmars with too much plastic in their stomachs decreases significantly: to less than 38% by 2030. |
By 2030, the amount of litter in river catchments will have decreased significantly (or substantially by a percentage to be determined) compared to 2024/2025. |
By 2030, the amount of cigarette butts on recreational beaches will be reduced by 70% compared to the period 2018-2022. |
By 2030, the presence of single-use plastic items on recreational beaches will be reduced by at least 75% compared to the period 2018-2022. |
The amount of litter on the sea floor from maritime sources is minimised. |
Minimise paraffin discharges.
|
In the longer term, work towards quantitative (regional) targets for beach waste (30% reduction) and plastic in stomachs of fulmar (10% of birds; OSPAR EcoQO). In conjunction with the EU process for the Circular Economy and in careful coordination with neighbouring countries agree how such goals can be achieved.

Adapted requirements of marine transport of pellets via possible assignment of pellets as a hazardous substance within IMO. |
Indicator under development: litter in river basins with macro litter monitoring on river banks.
Existing measures from MS3 2022, specifically river basin approach.
Existing national litter policy (including the Litter Collection Scheme).
If necessary, additional measures based on, the revision of the SUP Directive (2026) and new OSPAR RAPML from 2030 onwards. |

Potentially Bottom-scraper Monitoring D6C5
The year in which this environmental objective is expected to be achieved has not yet been determined. Therefore, '999912' is reported for 'Timescale'.
Measures from MS3 2022-2027, specifically Fishing for Litter.
Possible additional measures:
Regional cooperation OSPAR and EU TGML;
Commitment within IMO to tightening international regulations. |
Indicators under development:
Annual number of reports to Rijkswaterstaat of assistance required in clearing up more than 5m3 of paraffin.
Quantities of paraffin (mg) recorded in bird stomachs (D10C3) and on the beach (D10C1): beachlitter-qsr23-ospar and plastic-in-fulmar-qsr23-ospar
The year in which this environmental objective is expected to be achieved has not yet been determined. Therefore, '999912' is reported for 'Timescale'.
MS3 measures, specifically the paraffin covenant and improved pre-wash procedure for washing discharged tanks at IMO. |
OSPAR has set stricter targets/threshold values for beach waste and plastics in the stomachs of petrels in 2020. The environmental goals have been tightened accordingly. The environmental objective has been removed: partly because it related to the threshold values for the assessment under Article 8, partly because the coordination has taken place. |
