In the longer term, work towards quantitative (regional) targets for beach waste (30% reduction) and plastic in stomachs of fulmar (10% of birds; OSPAR EcoQO). In conjunction with the EU process for the Circular Economy and in careful coordination with neighbouring countries agree how such goals can be achieved.

OSPAR: not good, NL: good. The Dutch annual report for 2016 shows for the first time a significant decreasing trend for both the weight of user plastics and the weight of industrial plastics for the storm petrels washed ashore in the Netherlands in the period 2006-2015. This trend analysis is based on 372 petrels. These results are more recent than the above-mentioned OSPAR result, and also specifically for the petrels washed ashore in the Netherlands. This significant decrease is probably a reflection of the range of waste reduction measures that were taken in the Netherlands and in the North Sea before the OSPAR Regional Action Plan (RAP) officially came into force in 2014. This significant decrease in plastics in the petrels in The Netherlands coincides with the significant decrease in beach waste in the Netherlands in the 2010-2015 period.
