The framework agreement regulates producer responsibility for the take-back and recycling of packaging. The EPR obligation for producers will be further extended at the beginning of 2023, for example to also include non-household packaging waste. The collection and recycling goals that the producers have to meet are also raised.
Deposit systems have been expanded, since July 1, 2021, there is also a deposit on small plastic bottles. It has been decided to introduce a deposit on cans by 31 December 2022.

a. consistently cleaner beaches: by 2020 less litter is found on the Dutch North Sea beaches b. good cooperation and coordination between parties: by 2020 all Dutch coastal municipalities are united in the Green Deal for Clean Beaches. The number of participating beach operators, NGOs and other companies and organisations will increase every year between 2015 and 2020 c. Proper attitude and behaviour of beach goers by 2020 beach goers leave less waste behind on the Dutch North Sea beaches.
Improving water managers’ knowledge of litter.
Source-oriented approach in the rivers Scheldt, Rhine, Lek, Meuse (Brabant), IJssel and other water systems; Continuation and expansion of the cooperative ventures for a structural and broad approach to litter in rivers.
Rijkswaterstaat will take care of the removal and processing of litter collected by third parties along the banks. Litter Collection Scheme also applies to other water systems.
a. By 2017, 50% of the ships that deposit plastic waste will have separated that waste prior to depositing it at the Dutch ports where separated collection and processing are possible. This is 75% of the ships of shipowners who are affiliated with the Royal Association of Netherlands Shipowners (KNVR). b. By 2017 all the deposited separated plastic will also be collected, transported and processed separately by members of the Association of Environmental Services Enterprises for Shipping (VOMS). 100% of the (‘clean’) plastic waste collected by the members will be recycled or processed into fuel. They will sort as much of the deposited mixed plastic as possible so as to recycle as much of that plastic as possible
By 2020 no new waste from fisheries on the beach.

Participate in the implementation of the IMO Action Plan with the aim of reducing marine litter from maritime shipping.
Contribute to the implementation of OSPAR measures against marine litter.
With this recommendation OSPAR supports the development of effective and consistent certification schemes and standards for the loss of pellets.
Arctic and Caribbean, UNEA, Global Partnership of Marine Litter
The Netherlands is committed to thoughtful, efficient and well-organized waste management. The Dutch waste policy is invested in European and national directives. A very relevant European directive is the EU Waste Framework Directive.
The Netherlands is implementing the SUP Directive and thus taking measures to reduce the impact of certain plastic products on the environment.
Increase awareness through education about marine litter
The Netherlands is taking sustainable measures to substantially reduce the use of light plastic carrier bags.
This platform was established in 2020 for the benefit of knowledge exchange, coordination and cooperation, with the aim of ensuring more effective communication.
Transition that has been set in motion among other things by the Plastics Transition Agenda. The Dutch Plastic Pact is part of that agenda. For European cooperation there is the European Plastic Pact.
The Netherlands is implementing the directive, including fully indirect funding of the collection and disposal of waste, fishing nets and passively retrieved waste.
With the aim of minimizing environmental damage in the event of a future maritime accident involving plastics at sea.
The program focuses on knowledge exchange, supporting collaborative projects and improving local cooperation between municipalities and entrepreneurs.
Increase awareness of litter problem among land and water managers along rivers to increase administrative support for taking structural measures.
Application of the pre-washing procedure after unloading at a reception port.
Additional measures for washing unloaded tanks through agreements with companies involved.
Relevant organizations work together in this program to combat litter from the fishing industry, through good waste management on board and in ports, more recycling, awareness and education and coordination and coherence.
Aim to encourage the deployment of alternative solutions and phase out the use of conventional doly rope until the year 2027.
The Netherlands supports the initiative to create a standard for circular design and waste chain approach of fishing gear (context of SUP guideline and CEN working group 466).
Initiatives will be taken to stimulate the reduction of lead use in marine recreational fisheries.
The Netherlands is committed to raising awareness of the problem of balloon debris in the environment.
