Connect to developments in the OSPAR context through the Regional Action Plan Under Water Noise. Include requirements in the licence conditions regarding seismicity, such as mandatory application of best available techniques (BAT). Implementation in line with Defence protocol, which is reviewed periodically. Explore options for further research on low-noise or alternative explosives clearance. Progress D11T1 (2018): The knowledge base has grown considerably, and there is now a KEC (Quality of Sound) that offshore pile-driving activities (the main source of impulsive noise in the Dutch North Sea) must comply with.

Progress D11T2 (2018): OSPAR is testing the MSFD threshold values ​​for the OSPAR area and will formulate a substantiated opinion on them in 2025. This environmental goal has been removed: it focuses on the development of a threshold value (art. 8/9) and is therefore not appropriate as an environmental goal (art. 10).
