Justification for delay in setting EU/regional requirements
The Common Fisheries Policy (CFP), which sets goals and measures, is leading for the management of commercial fish stocks. The objectives regarding MSY (GVB, D3C1 and D3C2) on the one hand and the species-specific age and size distribution (D3C3) on the other hand may conflict. It is also not yet sufficiently known which other factors, in addition to mortality due to fishing, can influence the growth of fish. ICES is therefore working on a joint interpretation of this criterion. Due to the ambiguities and conflict between the objectives regarding MSY and the species-specific age and size distribution, the Netherlands has not implemented D3C3.
