Target description
Reducing nutrient inputs from rivers to the sea, aiming at achieving and maintaining WFD targets for chlorophyll a concentrations in coastal waters, and OSPAR targets in river plumes.
Focusing on reducing foreign inputs of nutrients (nitrogen) via the international river commissions.
Input and extraction of nutrients due to new activities at sea, such as large-scale aquaculture, are limited to a level where no demonstrable negative impacts on primary production occur.
Increasing natural retention of nutrients in catchments if research shows this to be effective.

Target assessment description
Indicators under development: Total nitrogen load from the rivers Concentrations of nitrogen (winter DIN) and chlorophyll a in WFD coastal waters. (NL-D5C1-KRW-2023) Concentrations of nitrogen (winter DIN) and chlorophyll a in river plumes (OSPAR assessment areas) (winter-nutrient-concentrations-qsr23-ospar) and (chl-a-concentrations-qsr23-ospar) River basin management plans 2022/2027 After implementation of WFD measures, determine in OSPAR context the remaining task and its action perspective for chlorophyll a concentrations in river plumes; this serves as input for the 2028 RBMPs. Nitrates Directive Action Programme Implementation plan of OSPAR's North-East Atlantic Environmental Strategy 2030 (NEAES). Progress D5T1 (2018): The updated environmental target also focuses on reducing nutrient inputs, but with the aim of lowering chlorophyll a concentrations in coastal waters.
Indicator under development: total nitrogen load at border measuring points. The year in which this environmental objective is expected to be achieved has not yet been determined. Therefore, '999912' is reported for 'Timescale'. NL is putting this on the agenda in international river commissions.
Indicators under development: Year-round nutrient concentrations (N total and P total). Concentrations of chlorophyll a Primary production (gC/m2/y). Studies for EIAs and permits for new activities. An assessment framework may be developed for this purpose, e.g. in relation to choice of location and level of nutrient extraction or input.
Indicator under development: Total nitrogen load OSPAR identifies which interventions can contribute to retention, e.g. through deployment of nature-based solutions (2030). Implementation after evaluation.
