Description overall status
Assuming that the WFD objectives are achieved, it is estimated that the good environmental status for nutrients in the post-2020 years is within reach. Nevertheless, an Article 14 exception has been reported for eutrophication. The WFD programme of measures gives the maximum effort that is possible, together with other countries, to achieve good environmental status for the descriptor eutrophication, both with regard to measures on land (WFD implementation) and at sea. No (additional) technical measures are being taken that can cancel out the presence of eutrophying substances in the Dutch part of the North Sea.

For the coastal waters (WFD/OSPAR), the high nitrogen concentrations can lead to the effects of eutrophication. Further at sea, due to the low concentrations that meet the assessment standard for winter nitrogen concentrations, no effects due to eutrophication are to be expected.
