Target description
Reducing inputs of contaminants via freshwater into the marine environment to meet WFD targets.
Preventing and limiting significant acute pollution events by cleaning up the substances released in incidents as soon as possible.
Ceasing the use of lead by 2027, by phasing out in marine recreative fishing and encouraging the use of alternatives to achieve this.
Minimising pollution from maritime shipping.
Minimising contaminants from (new) offshore activities, such as wind farms, 'solar at sea', aquaculture, CO2 storage, hydrogen electrolysis and offshore installations.
Reducing the harmful effects of substances used for corrosion protection, including zinc, i.e. on platforms and in wind farms.
Reducing copper contamination of shipping and promoting environmentally friendly alternatives for antifoulants if possible.
Reducing the discharge and spread of PFAS-containing substances and other emerging substances, including pharmaceutical residues, reducing their inflow into marine waters.
Offshore: Where established meet the OSPAR Environmental Assessment Criteria and / or Background Assessment Criteria. Where these standards have not yet been formulated, the aim is a downward trend in the concentrations of pollutants or their pollution effects.
Monitoring copper concentrations at a regional level, now that this heavy metal is being used as a replacement for TBT (OSPAR).
Decrease the supply of heavy metals in the marine environment
The levels of pollutants (including PAHs, dioxins and heavy metals) in fish and fishery products from the North Sea do not exceed the maximum levels set in the EU Regulation 1881/2006.

Target assessment description
Indicators under development: Loads of pollutants to coastal waters Indicators, D8C1 WFD measures in the RBMPs, supplemented where necessary by measures in the WFD impulse programme. Progress D8T1 (2018): Continued implementation through the River Basin Management Plans (WFD). Most substances meet the standard. Concentrations of persistent substances, in particular, are slowly decreasing. The substance list is subject to change: some substances are no longer relevant, but there are also emerging substances such as PFAS. Continued efforts remain necessary.
The year in which this environmental objective is expected to be achieved has not yet been determined. Therefore, '999912' is reported for 'Timescale'. Existing deployment incident response and Implementation Framework for Combating Coastal Pollution Rijkswaterstaat (UBKR). Bonn Agreement. Progress D8T5 (2018): The Marine Strategy aligns with this structural agreement and the resulting developments. Partly due to this agreement, there were no acute serious oil pollution incidents during the past planning period.
Indicators under development. Cooperation agreement Sport fishing Lead-Free 2025-2029 which includes phase-out of fishing lead. Trajectory EU on the use of fishing lead. Progress D8T6 (2018): For lead use in recreational fishing, the environmental target is to work towards a phase-out by 2027.
Indicators under development: Environmental violations in the Dutch part of the North Sea reported by coast guard (possible substance, location and quantity). Estimated annual loads from maritime shipping and fishing (coatings and scrubbers). The year in which this environmental objective is expected to be achieved has not yet been determined. Therefore, '999912' is reported for 'Timescale'. Existing legislation including MARPOL legislation, EU Directives (including review marine pollution) and OSPAR regional agreements. Explore measures to prevent discharge of scrubber wash water.

Hull and propeller cleaning only allowed with capture. Waste water must be filtered (collection of wash water when cleaning ships mandatory in the Netherlands). At IMO level, the Netherlands is pushing for international regulations on collecting wash water when cleaning ships.

Most substances meet the established environmental standards, although persistent substances in particular only slowly decrease in concentration. This environmental objective has been deleted because it describes good environmental status (Article 9) and is therefore not appropriate as an environmental objective (Article 10).
The concentrations of copper are regularly monitored in the environment. This environmental goal has been deleted: it focuses solely on monitoring (Article 11) and therefore does not fit into the system of environmental goals (Article 10). (Monitoring in itself does not improve the condition.)
This environmental target has been deleted: the updated environmental tagets under D8 are not only aimed at metals but at all pollutants, and are broken down by source.
The good environmental status for D9 has been maintained. This environmental objective has been deleted because it describes good environmental status (Article 9) and is therefore not appropriate as an environmental objective (Article 10).
