O BEA é atingido se: o valor EQRS obtido com base na integração da avaliação individual da concentração de Azoto, da concentração do Fósforo, da concentração da Clorofila_a, e dos níveis de Oxigénio dissolvido, através da ferramenta COMPEAT desenvolvida no âmbito da OSPAR, for igual ou superior a 0,6. Cada critério ou parâmetro é avaliado de acordo com o desvio dos parâmetros face às respetivas condições de referência.
