Considera-se que o Bom Estado Ambiental é atingido se não ocorrerem alterações significativas ao nível de artificialização costeira em relação ao ciclo de avaliação anterior e de acordo com a avaliação do bom estado ecológico e ambiental das águas costeiras no âmbito da DQA.
O BEA é atingido quando as áreas afetadas por infraestruturas são diminutas, quando comparadas com as áreas não afetadas e as alterações às condições hidrográficas e hidrodinâmicas nas áreas afetadas por infraestruturas são reduzidas, não causando danos irreversíveis. O BEA atende também à avaliação da DQA nas águas costeiras.
