Justification description |
Recognizing that the current level of knowledge does not allow a measurable assessment of the current state of marine litter, Romania notes that the presence of marine litter may also be of cross-border origin. In this context, the actions of other countries bordering the Black Sea may interfere with the efforts that will be made to reduce marine litter. |

Mitigation |
Every effort will be made to improve the level of knowledge regarding the transboundary aspect of the introduction of marine litter into Romanian marine waters. This exception will be reviewed on the basis of future knowledge, in particular following the approval and implementation of the Regional Action Plan on Marine Litter Management for the Black Sea and the Guidelines for Marine Litter Monitoring in the Black Sea. |
