Justification description |
Romania is not responsible for the management of marine areas at the point of entry of non-native species from the Bosphorus Strait into the Black Sea and is therefore unable to take measures to prevent the spread of such species in the Black Sea. Although Romania can take measures to prevent the introduction, through anthropogenic activities, of such species into its waters, this secondary route of penetration of these species in the Black Sea region cannot be controlled. This scenario, corroborated with the difficulties in the exact knowledge of the way of introduction in the Romanian marine waters, can compromise the achievement of the Good Ecological Status regarding the introduction of non-native species. |

Mitigation |
The exception applies to the introduction of new invasive species on secondary pathways (eg through the Bosphorus Strait). Every effort will be made, as far as possible, to detect early the introduction of such species in order to allow measures to be taken in order to ensure control of the continued spread of these species in Romanian marine waters. |
