Method used
BLK-RO-RG-Coast: The Reference Condition for the metrics Phytoplankton Numerical abundance [cells/l] , Total Biomass [mg/m3] , chlorophyll a [µg/l], MEC% and DE% are derived from historical data from the relatively reference period for the Black Sea (RO)
BLK-RO-RG-Coast: WFD / Directive 2000/60/EC; For statistical analyses of data the biotic indices can be used (AMBI, M-AMBI). The index AMBI has been applied to different European geographical areas, experiencing various human impact . The AMBI offers a pollution classification of a particular site, representing the benthic community health . For the soft-bottom macrofauna the species could be classified into five ecological groups, according to their sensitivity/tolerance to an increasing stress gradient. For getting a correct evaluation of the ecological status of benthic communities can be used another method of calculation such as M-AMBI index (Multivariate AMBI) In the process of M-AMBI calculation, it takes into account the values of AMBI, richness (number of species) and Shannon’s diversity ( H’).
BLK-RO-RG-Marine: The approach used for determining GES is by providing a qualitative description of what GES will look like when achieved for the Descriptor 8. It focuses on Annex I and takes account of Annex III MSFD and COM Decision 2010/477/EU.

BLK-RO-RG-Marine: In determining GES_Macroalgae the EEI index is used. The index is applied in a modified form adapted to the Black Sea conditions (with fewer number of phytobenthic species comparing with other seas), so the results are expressed using the wet biomass of the identified species, and not the number of species like in the original form of the index. Each identified species was included in ecological groups, as follows: ESG I - perennial species indicator of less polluted areas and ESG II - opportunistic species able to develop and thrive in eutrophic areas (eg. Ceramium, Cladophora, Ulva). Wet biomass was calculated for each species and reported to square meter. In order to calculate the EEI index, is necessary to determine the average fresh biomass for the tolerant and opportunistic species. An EEI index is determined for each transect, and the final value is the average between the obtained values. The two perennial species with great ecological importance for the Romanian seaside - Cystoseira barbata and Zostera noltii represent a suitable substrate for the development of a large number of epiphytes, so in order to have a correct estimate of the biomass of these species, epiphytic flora was removed and weighed separately.
BLK-RO-RG-Coast: For coastal waters, good ecological status for the descriptor 8, will be defined by framing concentrations of priority hazardous substances synthetic and non-synthetic in limits of Directive 2008/105/EC. The method used consists in comparing annual averages with the requirements under Directive 2008/105/EC.
BLK-RO-RG-Transitional: For transitional waters, good ecological status for the descriptor 8, will be defined by framing concentrations of priority hazardous substances synthetic and non-synthetic in limits of Directive 2008/105/EC. BLK-RO-RG-Coast: For coastal waters good ecological status for descriptor 5, will be defined by framing concentrations of nutrients and oxygen regime in threshold values ​​established in "Studies on the development of classification and comprehensive assessment of the status of surface water (transitional waters and coastal waters) as required by the Water Framework Directive 2000/60/EC on the basis of biological chemical and hydromorphological elements", for natural water bodies and heavily modified water bodies", developed by the National Institute for Marine Research and Development,,Grigore Antipa". The method used consists in comparing annual averages whit values ​​determined in these studies.

BLK-RO-RG-Coast: Good conservation status for the Cystoseira barbata will be defined comparing the present distributional and population densities range with the baseline.
BLK-RO-RG-Coast: Good conservation status for the Zostera noltii will be defined comparing the present distributional and population densities range with the baseline.
BLK-RO-RG-Coast: For benthic communities (Mytilus galloprovincialis, Modiolula phaseolinus and Lentidium mediterraneum) good environmental status will be defined comparing the present distributional and population densities range with the baseline.

GES description
8.1.1. Water: Concentrations of heavy metals in the Romanian marine waters observed during 2006 - 2011 recorded the following average values and range of variation: copper 10,02 ±13,77 µg/L (0,01-93,51 µg/L); cadmium 0,99 ± 1,26 µg/L (0,01-18,32 µg/L); lead 3,78 ± 6,03 µg/L (0,01-51,97 µg/L); nickel 3,65 ± 4,40 µg/L (0,01-30,59 µg/L); chromium 3,84 ± 6,26 µg/L (0,01-59,74 µg/L) . In relation to environmental quality standards in the field of water recommended by national legislation (Order 161/2006 for approving the Norms on surface water quality classification to determine the ecological status of water bodies), the percentage of samples investigated in the period 2006-2011 which exceed the proposed limits vary by element, area, season, special hydrological events as follows: 7.8% copper, cadmium 1.2%, 9.4% lead, nickel and chromium 0%. Differences in spatial distribution of heavy metal concentrations in marine waters highlights in some cases river contribution (Danube) in the northern sector (lead, nickel, chromium) and terrestrial sources of pollution in the southern sector (lead, chromium) (harbours, WWTPs: Mangalia, Constanta South). In comparison, the values observed in marine waters along the East Constanta transect that goes up to 30 nm far from the shore are often reduced (copper, cadmium, chromium) . Different trends, depending on the element, were noticed. In general, the annual values fall within specific areas of multiannual variability, with some trends of stabilization in recent years (eg, nickel). Slight increase in recent times have been observed for copper and lead, while a slight diminishing of chromium and cadmium was observed.

There was not developed a national methodology to assess GES according to the prevision of the Commission Decision 2010/477/EU.

The methodology will be developed in the coming period and the results of its applications will be provided in the second cycle of the MSFD reporting.
