Prevention of illegal discharges of faecal waters into the sea
Measure description
The northernmost part of the Mediterranean Sea, with a high diversity of habitat types from the high seas to the habitat types of the muddy and hard seabed and a combination of boreal and Mediterranean plant and animal species, which makes marine waters under the jurisdiction of the Republic of Slovenia extremely important from the point of view of biodiversity. There are very diverse living environments, including Preoraligen, communities with various cystosira species and marine flora meadows, including endangered Posidonia, law and small seagrass. In the part of the Adriatic Sea under the jurisdiction of the Republic of Slovenia, more than 1700 animal species were recorded (above 1500 neuretances and almost 200 vertebrars), many of which are rare and threatened. Particular mention is made of brain sponge and common axinels, stone coral, gastropods and striped porcelanko, mussels, dates and sea bream, cancer of a large crab, glanderfish, common and large marine mace, sea horses and glauce and dolphin-sized porpoise. Ecologically important areas (EPOs) in or along marine waters under the jurisdiction of the Republic of Slovenia are: Sea and sea coastline (ID 70000), Secovelska salts with Seco (ID 75200), Rt Madona (ID 78700), Piran Clif (ID 79300), Lakes in Fiesa (ID 79200), Strunjan (ID 96800), Izolane (ID 79800), Žusterna – Izola (ID 78500), Žusterna (ID 78600), Škocjanski Stok (ID 77600), Rižana – estuari (ID 79700), Sv. Nikolai (ID 78900) and Debeli Rtic (ID 78300). Activity: Implementation of measures laid down by legislation for the protection and conservation of nature.
The measure addresses existing landscape parks on marine waters and on the coast, based on existing legislation. The landscape park is a wider protected area, with a high-quality and long-lasting interplay between mankind and nature, which has a high ecological, biological or landscape value (Op. wider protected areas are areas of nature where there is great abiotic, biodiversity and landscape diversity and a high density and diversity of natural values, which can also be complex and functionally interconnected). The areas of landscape parks in or adjacent to maritime waters under the jurisdiction of the Republic of Slovenia are: The Debeli rtic landscape park (www.uradni-list.si/glasilo-uradni-list-rs/vsebina/2018-01-2463/odlok-o-krajinskem-parku-debeli-rtic), the Strunjan Krajina Park (www.pisrs.si/Pis.web/pregledPredpisa?id
The measure addresses the nature reserves established on the basis of existing legislation in the area of marine waters and the coast. The nature reserve is a narrower protected area of geotopes, habitats of endangered, rare or snailous plant or animal species or areas of importance for the conservation of biodiversity, which is maintained through a balanced action of humankind. The areas of nature reserves in or along marine waters under the jurisdiction of the Republic of Slovenia are: Strunjan Nature Reserve (www.pisrs.si/Pis.web/pregledPredpisa?id
The action addresses natural monuments established on the basis of existing legislation in the area of marine waters and coastlines, which constitute a narrower protected area. Natural monument is a natural or natural/cultural speciality of extreme importance, or has an exceptional value due to its rarity, aesthetic qualities and/or cultural importance. Natural monuments located in or adjacent to marine waters under the jurisdiction of the Republic of Slovenia are: Debeli rtic natural monument and the Rt Madona Natural Memorial in Piran. Activity: Implementation of measures to achieve the protection objectives of the protected area by respecting the protection regimes.
The action addresses the natural values defined on the basis of existing legislation in the area of marine waters and the coastline. In addition to a rare, precious or famous natural phenomenon, a natural value is another worthwhile phenomenon, an ingredient or part of a living or non-living nature, a natural area or part of a natural area, an ecosystem, landscape or shaped nature. Natural values are, in particular, geological phenomena, minerals and phossils and their berries, surface and subsoil Karst phenomena, underground caves, sote and close, as well as other geomorphological phenomena, glaciers and glacial forms of glacial action, springs, shades, crowns, lakes, bogs, streams and rivers with shores, sea coasts, flora and fauna species, their exceptional specimens and their habitats, ecosystems, landscape and shaped nature. Natural values within or along marine waters under the jurisdiction of the Republic of Slovenia are: Natural value Gulf Sv. Jerneja – reed (ID 4275), Natural value Debeli rtic clif with sea (ID 1609), Nature of Debeli rtic Valdoltra – clif (ID 4273), Natural value – riparian mots at Sv. Nikolaju (ID 3671), Natural Value Rižana (ID 4836), Bonifika Nature Value (ID 4813), Srmin Nature Value (ID 4821), Natural Value – Škocjanski zatok (ID 1265), Natural Value – Rastišce pozejdonka (ID 1611), Natural Value – Žusterna Izola klif (ID 4272), natural Value – Izola of limestone coast (ID 4243), Corbat Nature Value (ID 1615), Legal Value Strunjan – Rt (ID 1614), Strunjanski Clif Nature Value (ID 306), Gulf Nature Value Sv. Cross (ID 1613), Natural Value Strunjan –rt Ronek – Underwater Reef (ID 4809), Natural Value Strunjan – Stjuža (ID 2846), Strunjanska Salina Natural Value (ID 915), Natural Value Strunjan Pacug Clif with Sea (ID 4270), Natural value Pacug Fiesa clif with sea (ID 4268), nature of the Fiesa Piran clif with the sea (ID 4269), the nature of the Piran-Rt Madona value (ID 1366), the Secoveljska soline Nature Value (ID 270), the Stare soline Nature Value (ID 3628), the Secovlje-Curto Pichetto Nature Value (ID 3195), the Secovlje Natural Value – Stojbe (ID 3674), the Secovlje Nature Value – Ob-Mines (ID 3637) and the Dragonja Nature Value (ID 50V). Activity: The implementation of a measure for the protection of natural values, which provides conditions for the preservation of the characteristics of natural values or of the natural processes which establish or preserve those characteristics, and the conditions for the restoration of natural values.
The measure ensures consistent implementation of the legislation in the field of discharges of urban water to the marine environment in order to record discharges of urban wastewater into the marine environment or to identify illegal discharges into the marine environment, while remediation of discharges. The measure implements enhanced control of urban wastewater inputs to the marine environment and the status of urban infrastructure. The content of the measure is partly included in the PDB. Activities: Existing discharges which discharge waste water into bathing water areas and marine aquaculture production areas shall be recorded and remediated. The discharges in which faecal and storm waters are mixed should be recorded, remediated and released. The illegal discharges of faecal waters should be recorded and remediated. Strengthen the surveillance of the critical points of potential outflows during the summer months.
