Dobro stanje morskega okolja z vidika stanja habitatov vodnega stolpca (pelagični habitati) je doseženo, ko fizikalne, kemijske in hidrološke razmere v vodnem stolpcu omogočajo nemoten razvoj pelagičnih združb in vrst, ki za življenjski cikel potrebujejo dostop do pelagičnega habitata. Omogočeno mora biti tudi nemoteno gibanje vodnih mas in organizmov. Dobro stanje morskega okolja za pelagične habitatne tipe je doseženo, ko antropogeni pritiski pri pelagičnih združbah ne povzročajo škodljivih sprememb in je stanje glede na uporabljene metodologije vrednotenja dobro. Če za posamezne parametre metodologije vrednotenja niso na razpolago, se upoštevajo smerni trendi in strokovna ocena stanja.
