Nadaljnje zmanjševanje vnosa in s tem količine odpadkov v morskem okolju, še posebej za odpadke na morski gladini in obali. Cilj je doseči 1 % zmanjšanje povprečnih letnih količin morskih odpadkov na obali, v površinskem sloju in na morskem dnu.
Nadaljnje zmanjševanje ali vsaj ne povečanje števila mikroodpadkov v površinskem sloju vodnega stolpca, na morskem dnu in v obalnem sedimentu.
