Nadaljevanje pravilne uporabe gnojil v kmetijstvu in preprečevanje razpršenega vnosa hranil v površinske vode z namenom ohranjanja obstoječih ravni hranil v vodnem stolpcu.
Vnos hranil in organskih snovi v obalne vode iz razpršenih virov zaradi neobdelane komunalne vode se zmanjšuje; zagotavlja se nadzor nad odvajanjem in čiščenjem odpadnih voda na način, da se preveri ustrezno priključenost na sistem za odvajanje in čiščenje odpadnih voda ter evidentira morebitne nelegalne priključke.
Vnos hranil in organskih snovi v obalne vode zaradi fekalnih vod s plovil se zmanjšuje; nadgradi se ravnanje z odpadnimi vodami v marinah in pristaniščih na način, da se v vseh marinah in pristaniščih zagotavlja zadostne kapacitete za prevzem odpadnih voda s plovil; ozaveščanje navtičnih turistov o ravnanju in vplivu odpadnih voda na ekološko stanje morskega okolja.
