Dobro stanje morskega okolja z vidika stanja habitatov morskega dna (bentoški habitati) je doseženo, ko se na vsaj 75 % območja morskih voda v pristojnosti R Slovenije in tam prisotnih habitatnih tipih, na strukturi in funkciji morskega dna in tam prisotnih združbah ne pojavljajo škodljivi učinki in je stanje glede na uporabljene indekse vsaj dobro. Pri tem morajo biti skupne izgube morskega dna manjše od 2 %, še posebej v mediolitoralu in infralitoralu pa ne sme priti do dodatnih izgub. Prav tako mora biti na 10 % celotnega morskega dna zagotovljena odsotnost obvladljivih pritiskov, pri čemer ta odstotek na posameznih širših habitatnih tipih lahko variira med 5 % in 15 %.
