Measure description
The measure addresses the protection of benthic habitat types infralittoral and mediolitoral, nacin, in order to avoid a reduction in the extent of both habitat types or the revitalisation of degraded enclosures. The measure is based on the measure in the NUMO (2017-2021): D1, 3, 4, 6, 7: TU8 (1b). Activities: (1) On the site of infralittoral and mediolitoral benthic habitat types, only interventions and activities which do not reduce the extent of those habitats or can only be carried out for the revitalisation of infralittoral and mediolitoral benthic habitat types and interventions and activities that extend the extent of infralittoral and mediolitoral benthic habitat types are permitted. Areas of benthic habitat types are shown in Annex 2 to this plan. Before carrying out the interventions and activities, the proposer shall be required to obtain a study showing the effects of the intervention and activity on the extent of infralioral and mediolitoral benthic habitat types. The proposer of the interventions and activities shall submit a study showing the effects of the intervention and the activity on the extent of the infralittoral and mediolitoral benthic habitat types to the competent authority for the grant of the nature and water protection consent.
The measure addresses the protection of benthic habitat types to circalitoral, to prevent deterioration of the habitat type. The measure is based on the measure in the NUMO (2017-2021): D1, 3, 4, 6, 7: TU8 (1b). Activities: In the area of circalittoral benthic habitat types, only interventions and activities that do not deteriorate those habitats are permitted. Areas of benthic habitat types are shown in Annex 2 to this plan. (2) Before carrying out interventions and activities, the proposer shall be required to obtain a study showing the effects of the intervention and activity on the extent of circalittoral benthic habitat types. The proposer of the interventions and activities shall submit a study showing the effects of the intervention and the activity on the extent of the infralioral and mediolitoral benthic habitat types to the competent authority for the grant of the nature and water protection consent.
The measure addresses the extension of the Strunjan KP with the aim of protecting important parts of marine vegetation. All activities are also included in the content of the Maritime Spatial Plan. The measure addresses the regulation of the anchoring and mooring and sailing of pleasure boats in and outside protected areas and bathing areas on the nacin, so that the activity does not adversely affect the status of the seabed. The measure was changed in the NUMO (2022-2027) with the code and address. Activities: The updating of the technical background and the preparation of a proposal for the establishment of berthing points for recreational craft outside ports in the areas of the most frequent seasonal occurrence. The preparation of sites shall be based on the PDB orientations, taking into account information on benthic habitat types and the orientations and provisions of this plan. Navigation and anchorage may also be prohibited outside protected areas.
The measure addresses the authorisation of the use of the marine environment for the provision of marine aquaculture. Activities: In order to ensure optimal exploitation of existing and potential new aquaculture production facilities, inspections should be carried out which has the possibility to withdraw the water right granted from parcels on which the holder of the water right does not carry out the cultivation of marine organisms following a call and a reasonable time limit for the commencement or re-launch of the cultivation of marine organisms. Physical removal of marine aquaculture and all types of production facilities without adequate authorisation from the whole area of the PDB and restoration of the original status. (3) Before the price of the operation of any new sea aquaculture area, it is necessary to carry out a nicise check and a plan for monitoring (monitoring) changes in relation to Directive 56/2008/EC and Decision (EU) 2017/848. Monitoring covers marine water quality, other biological parameters and changes on the seabed and the determination of the impact area. Monitoring must be carried out for at least the first 5 years. If no significant changes in the environment have been detected within five years, monitoring may be discontinued. In the event of marked negative changes in the environment, it is necessary to fix the biological maximum of production over the next 5 years and adapt production accordingly.
The northernmost part of the Mediterranean Sea, with a high diversity of habitat types from the high seas to the habitat types of the muddy and hard seabed and a combination of boreal and Mediterranean plant and animal species, which makes marine waters under the jurisdiction of the Republic of Slovenia extremely important from the point of view of biodiversity. There are very diverse living environments, including Preoraligen, communities with various cystosira species and marine flora meadows, including endangered Posidonia, law and small seagrass. In the part of the Adriatic Sea under the jurisdiction of the Republic of Slovenia, more than 1700 animal species were recorded (above 1500 neuretances and almost 200 vertebrars), many of which are rare and threatened. Particular mention is made of brain sponge and common axinels, stone coral, gastropods and striped porcelanko, mussels, dates and sea bream, cancer of a large crab, glanderfish, common and large marine mace, sea horses and glauce and dolphin-sized porpoise. Ecologically important areas (EPOs) in or along marine waters under the jurisdiction of the Republic of Slovenia are: Sea and sea coastline (ID 70000), Secovelska salts with Seco (ID 75200), Rt Madona (ID 78700), Piran Clif (ID 79300), Lakes in Fiesa (ID 79200), Strunjan (ID 96800), Izolane (ID 79800), Žusterna – Izola (ID 78500), Žusterna (ID 78600), Škocjanski Stok (ID 77600), Rižana – estuari (ID 79700), Sv. Nikolai (ID 78900) and Debeli Rtic (ID 78300). Activity: Implementation of measures laid down by legislation for the protection and conservation of nature.
The measure defines activities for the protection of biogenic formations and also addresses the implementation of the Barcelona Convention, SPA/BD Protocol. Activity: (1) Implement measures for the protection of biogenic formations: Extension of SR Strunjan to N2000 ID3000307, between Strunjan and Fiesa, which includes underwater reef (biogenic formation) and to the whole reef (biogenic formations) in front of Rhônek rhetoric – Manufacture of maps (mapping) showing the reservoir of biogenic formations in marine waters under the jurisdiction of the Republic of Slovenia. — Production of a study proposing protective measures for important biogenic zones. — The production of a study to replicate the role of biogenic formations in the marine waters ecosystem, under the responsibility of the Republic of Slovenia.
The measure defines activities for the protection of marine vegetation and also addresses the implementation of the Barcelona Convention, SPA/BD Protocol. Activity: (1) Implement measures for the protection of marine vegetation: — Alignment of the Regulation on Protected Wild Species with the Addenx III SPA/BD Protocol. — Establishment of protected protections for the protection of the most representative marine meadows and other marine vegetation: The designation of a protected area as Posidonia in Žusterna; the extension of the Rt Madon insured area to cover Cystoseire; the extension of KP Strunjan to N2000 ID3000307, between Strunjan and Fiesa, which includes important parts of marine vegetation; the inclusion of N2000 Secoveljska saltline to the Secoveljske Salin KP, which includes an important area of seagrass meadow. — Establishment of management of unmanaged protected property. — Production of maps (mapping) showing the beaches of beak meadows and other beaked marine vegetation.
The measure addresses the monitoring of the condition of benthic habitat types in marine fisheries implementation areas with the aim of taking timely action in case of perceived negative impacts of fisheries activities on the condition of benthic habitat types. Activities: Carrying out monitoring of benthic habitat types in marine fisheries areas using bottom trawls also using otter trawls. Adaptation of the fishery to the extent that there are negative impacts on the status of benthic habitats of the types in the areas where bottom trawls are used, including otter trawls.
The measure addresses the management of existing protected areas with the aim of establishing a more effective management of these areas through the labelling of protected crops and their regimes, raising users’ awareness of the regimes in protected areas and providing appropriate equipment for effective surveillance in protected areas. Activities: All protected areas which also include the sea section shall be identified by floats. Installation of spreadsheets on floats in protected areas which additionally mark the regime prohibiting anchorage in protected areas. Information and public awareness of regimes in protected areas. Provide appropriate equipment, in particular vessels, for operators to carry out effective controls on breaches of the regime in protected areas.
The measure addresses the existing Natura 2000 zone established on the marine waters and coastline. Natura 2000 is established with the aim of conserving animal and plant species, habitat types and constituencies that are important at Slovenian, European and global level. The Natura 2000 areas in or adjacent to marine waters under the jurisdiction of the Republic of Slovenia are: Debeli rtic (ID 5000028), Debeli rtic (ID 3000243), Ankaran-Sv. The measure addresses existing landscape parks on marine waters and on the coast, based on existing legislation. The landscape park is a wider protected area, with a high-quality and long-lasting interplay between mankind and nature, which has a high ecological, biological or landscape value (Op. wider protected areas are areas of nature where there is great abiotic, biodiversity and landscape diversity and a high density and diversity of natural values, which can also be complex and functionally interconnected). The measure addresses the nature reserves established on the basis of existing legislation in the area of marine waters and the coast. The nature reserve is a narrower protected area of geotopes, habitats of endangered, rare or snailous plant or animal species or areas of importance for the conservation of biodiversity, which is maintained through a balanced action of humankind. The action addresses the natural values defined on the basis of existing legislation in the area of marine waters and the coastline. In addition to a rare, precious or famous natural phenomenon, a natural value is another worthwhile phenomenon, an ingredient or part of a living or non-living nature, a natural area or part of a natural area, an ecosystem, landscape or shaped nature. The measure addresses existing legislation governing the fisheries reserves and aims to protect economically important species of fish and other marine organisms. The measure addresses the link between Natura 2000 and the Secoveljska soline KP, with the aim of including the protection of seagrass meadows. In bathing areas without operators, the URSP informally and preventively sets up markings (floats) to prevent dangerous encounters between bathers and vessels. The floats also mark the so-called "entry routes" to direct traffic to and from the shore. Access by vessels is only allowed at these points using oars, anchoring is not allowed. The installation of floats to ensure safety at sea also helps to reduce the pressure of navigation and anchoring of recreational craft and thus to maintain the integrity of the seabed in the sensitive infralitoral zone. Activity: (1) Erection of navigation restriction markers to prevent dangerous encounters between bathers and vessels.
