Legal status |
State Water Holding Polish Waters perform the tasks of the competent authority in matters of water management. Polish Waters are a state legal person within the meaning of Art. 9 point 14 of the Act of August 27, 2009 on public finance (Journal of Laws from 2016, item 1870, with later changes ). |
Ministry of Maritime Economy and Inland Navigation manages the following governmental fields: maritime economy, water management, fishery and inland waterway transport. |
Chief Inspectorate of Environmental Protection is a national Government Institution within the remit of the Ministry of Climate. CIEP establishes and controls the State Monitoring Programme of the environment, which includes the national monitoring programme of the Baltic Sea. |
Responsibilities |
State Water Holding Polish Waters develops a draft set of measures for marine waters (and its update) as well as draft program for the protection of marine waters (and its update). |
Ministry of Maritime Economy and Inland Navigation overseas the implementation of Marine Strategy Framework Directive in Poland and performs duties of informing and reporting to the European Commission. |
CIEP major tasks in relation to marine waters include: controlling compliance with environmental protection regulations, monitoring and assessing the state of the marine environment under the programme of the State Environmental Monitoring as well as prevention of major accidents. |

Membership |
State Water Holding Polish Waters is the competent authority for contribution in the implementation of Art. 8b and a full implementation of Art. 10 and Art. 13 as well as the public participation as identified by the Marine Strategy Framework Directive (2008/56/EC). |
Ministry of Maritime Economy and Inland Navigation is the competent authority for contribution in the implementation of Art. 8b, 8c, 10 and 13 as well as the public participation as identified by the Marine Strategy Framework Directive (2008/56/EC). |
Chief Inspectorate for Environmental Protection is the competent authority for full implementation of Art. 8, 9 and 11 as well as the public participation as identified by the Marine Strategy Framework Directive (2008/56/EC). |
Regional coordination |
In terms of water managment issues, SWHPW uses UN Transboundary Conventions as well as HELCOM and its working groups as a platform for exchange of information and regional coordination. |
In terms of maritime security issues, MEIN uses MARPOL. In terms of fishery issues MEIN uses MARD as well as HELCOM and its working groups as a platform for exchange of information and regional coordination. |
In terms of runing monitoring programmes and performing ongoing assessments of the marine environment, CIEP uses HELCOM and its working groups as a platform for exchange of the information and regional coordination. |

Polish Marine waters consist of: Polish territorial waters including WFD coastal and transitional waters and Polish EEZ. Landward boundary of coastal waters is MSL. However, the status of the coast was taken into account for its hydromorphological assessment. There is an area of the part of Polish EEZ close to Borhnolm island disputed with Denmark. |
