Further information on obstacle (Description) | Lack of information on illegal direct stormwater discharges and their loads to marine environment. Additional research activities are needed to assess the loads by stormwaters and their impact to marine environment, as well as to improve the legal framework on stormwater discharges. |

Brief description of progress (measurement of effectiveness of measure) | Activities related to mapping of the illegal storm water discharges, which are directed into the sea, have been currently carried out only in Tallinn, however there is a need to map all the illegal storm water direct discharges, because they carry nutrients, hazardous substances and litter into the sea. On the other hand, monitoring of the storm water quality in the discharges which have permits, is being done continuously.
The revision of projection norms and factors with the aspect of managing storm water discharges was carried out within the project ‘Analysis of the storm water floodings and development of combined storm water strategy in pilot area’.
There is a funding mechanism under Environmental Investment Centre for finding the most appropriate and economic way for managing storm water discharges and building the storm water infrastructure using ecologically friendly solutions. Infrastructures are constantly being developed and new infrastructures are being built, therefore we can consider this as continuous activity.
To improve the surveillance activities, new provisions are added to the new Public Water Supply and Sewerage Act, which will enter into force in October 2019. |
Regulation laying down more specific requirements for port’s pollution control plan and equipment came into force in 2016. Improving cooperation between competent authorities, NGOs and volunteers in combatting oil spills in shallow and coastal waters of the Baltic Sea faster, more effectively and more efficiently are done through INTERREG Project OIL SPILL, which ends in 2021. |
New regulation of managing environmental risks accompanying bunkering at sea is planned to enter into force in the end of 2019. Activities related to changing electronical maritime information system regulation: to add bunkering application into electronical maritime information system can be carried out after the regulation of managing environmental risks accompanying bunkering at sea has entered into force. |
