To reduce the volume of direct or indirect discharges without appropriate treatment (industrial discharges, waste water, run-off from rivers, run-off, etc.) to the marine environment, as well as to improve the efficiency of sewage treatment stations and sewerage systems in order to minimise the input of litter, pollutants and nutrients to the marine environment. In the second cycle, the object was split in 4: B.N.3.Reducing nutrient inputs, pollutants and litter from river discharges. B.N.4.Reducing nutrient inputs, pollutants and garbage from waste water. B.N.5.Reducing nutrient inputs, pollutants and litter from rain episodes. B.N.6. Reducing the contribution of nutrients and pollutants from agriculture: Excess and return on irrigation and livestock use, among others. These objectives will be reported as new

Progress was noted. Active surveillance systems exist on the ground, although monitoring of protected areas of protected areas (EMP) is to be completed. There are also remote surveillance systems such as buoys, satellites, radio-positioning of vessels by radio (AIS) and satellite (VMS), etc. It is proposed to change the target in order to focus more on monitoring compliance with the established rules, with a view to protecting marine ecosystems. Modify indicators to provide information on the degree of surveillance carried out, such as the number of infringement files, surveillance hours or the human resources allocated for this purpose

The objective and indicator are complex to measure, given that discharges without proper treatment are not authorised and therefore no data are available. It is considered to be the most important objective of block B and that it would be appropriate to split it into a number of objectives according to origin. The Directorate-General for Water has also been consulted to adapt the indicators

Objective not achieved (see initial evaluation of D10 in DMSUD) New MIP measures related to the objective: H1, H13 Existing measures: River basin management plans
See initial evaluation results D10 Progress was noted. It is necessary to continue this line. Although it cannot be concluded that the amount of litter on the coast and on the platform is reduced, the abundance of plastic bottles shows a probably decreasing trend, which may be due to increased public awareness. Too non-specific. Propose a new target to focus on the origin and typology of the most frequent garbage.
No decrease in total marine litter abundance. Trends are stable, non-existent or increasing. See Initial Evaluation D10 DMSUD Target not fulfilled The objective is similar to criterion D10C1. It is proposed to remove and propose a new focus on pressures. (based on the origin and type of litter)

Stable, and concentrations may be considered to be not increasing and is similar to a stable result. Objective at progress, as the quantities of beach litter derived from fisheries do not seem to increase The objective is similar to criterion D10C1. It is proposed to remove and propose a new focus on pressures. (based on the origin and type of litter)

Progress is being made: Performed marine litter reports on Spanish beaches 2013-2017 (MITECO), through one monitoring programme with 7 sub-programmes. Participation in European projects such as INDIILC or CLEAATLANTIC In order to simplify, it is proposed to join all the objectives for the increase of knowledge in the following unit objective: “Scientific studies and projects address the knowledge gaps identified in the IS”

Objective achieved: - Expert Workshops for PoS design: 14 (Workshops and meetings with administrations and survey) - Expert meetings/workshops on the MIP design: 21 - Dissemination: 1 Workshop (for Marine Demarcation) - 1 Dissemination campaign (dissemination materials) - 2 CONAMAS - Education and participation projects: 16 (including ABIO and INTEMARES projects) - meetings with sectors: 1 workshop on socio-economic analysis - volunteering campaigns - public consultation of documents from the Member States: 3 It is proposed to keep this objective for the second cycle, so as to ensure social participation in the Member States.

Target achieved - ICES meetings: 6 - meetings of the NORM Monitoring Committee meetings: 6 - Autonomous Community meetings on marine biodiversity: 7 - Setting up the DMOR data flow - Working groups: WG Biodiversity: 1 Marine cartography: 10 Descriptor 9 GT: 1 WG Seat-Data: 2 Technical WG Linea de Costa: 6 - Meetings with sectors: 1 workshop on socio-economic analysis It is proposed to maintain the objective, by improving the wording for the second cycle, to make further progress in the coordination of public administrations. It is proposed to add as indicator: "Number of thematic areas in which coordination initiatives are taken, compared to the previous cycle"
Objective achieved - ICES meetings: 6 - SUD monitoring committee meetings: 6 - Autonomous Community meetings on marine biodiversity: 2 - Establishment of DMSUD (Marine District South Atlantic) data flow - Working groups: WG Biodiversity : 1 WG Marine Cartography :10 WG Descriptor 9: 1 WG Marine Data : 2 WG Shoreline Technical : 6 - Meetings with sectors: 1 workshop on socio-economic analysis It is proposed to maintain the objective, improving the wording for the second cycle, to make more progress in the coordination of public administrations It is proposed to add as an indicator: "number of topics where coordination initiatives are taken, compared to the previous cycle
Target achieved All Member State documents are publicly available on MITECO's website. However, it can be improved. For the second cycle, it is proposed to specify and extend the target audience, so as to improve access to information on the marine environment available to all maritime administrations and institutions, as well as to the general public.

Progress detected In order to simplify, it is proposed to join all the objectives for the increase of knowledge in the following unit objective: “studies and scientific projects address the knowledge gaps identified in the IA”. Of this objective, it is proposed to keep the improvement of knowledge on the effects of climate change on the marine environment separately and to incorporate the intention to consider this variable in the different phases of marine strategies.
